15.36.230 - Grading plan check fees.¶
Before accepting a grading permit application and plans and specifications for checking, the City Engineer shall collect a plan-checking fee as approved by resolution of the City Council and as provided in Subarticle 5 of the Grading Manual.

15.36.240 - Grading permit fees.¶
A. .....A fee for each grading permit shall be paid to the City Engineer prior to issuance of a grading permit as approved by resolution of the City Council and as provided in Subarticle 5 of the Grading Manual.
B. .....Failure to pay fees and obtain a permit before commencing work shall be deemed a violation of this chapter, except when it can be proven to the satisfaction of the City Engineer that an emergency exists which makes it impractical to first obtain the permit. A violation shall result in an assessment of double permit fees for work done prior to permit issuance. Payment of a double fee shall not relieve any person from fully complying with the requirements of this chapter nor from any other penalties prescribed herein. Additionally, any person who fails to obtain a grading permit shall be required to return the property to its natural state, shall procure a permit and pay all permit fees required therefor.
C. .....Additional fees approved by resolution of the City Council and contained in Subarticle 5 of the Grading Manual shall be paid as required to the City Engineer.

15.36.250 - Cost recovery fees.¶
If the City Engineer performs emergency work on private property, he or she shall charge the property owner all direct and indirect costs which are necessary to complete the work to his or her satisfaction. In addition, the City Engineer may charge a mobilization cost equal to ten (10) percent of the cost for performing the work.
