San Clemente Municipal Code § 28 Restricted parking areas

The streets or portions of streets in the City described in this section are defined and established as restricted parking areas and shall be governed by the provisions of Section 10.3(d) and (g) of Ordinance 470.

28.a-1	Aragon, Avenida, south side, from a point 15 feet west of the fire hydrant located on the southwest corner of Avenida Aragon and Calle Puente for a distance of 134 feet westerly, parking shall be limited to three minutes for loading and unloading of passengers only, between the hours of 7:00 a.m. and 3:00 p.m. on school days.
28.a-2	Alley, extending north of, and from Calle Canasta to the terminus cul-de-sac, no parking from 9:00 a.m. to 1:00 p.m. on the first and third Thursday of each month.
28.a-3	Alley, between Calle Canasta and Calle Campana, extending from Calle Canasta to the terminus cul-de-sac, no parking from 9:00 a.m. to 1:00 p.m. on the first and third Thursday of each month.
28.a-4	Alley, extending south of, and from Calle Campana to the terminus cul-de-sac, from 9:00 a.m. to 1:00 p.m. on the first and third Thursday of each month.
28.a-5	Alley, adjacent to South El Camino Real from Avenida San Gabriel to Avenida Magdalena, parking shall be prohibited between the hours of 2:00 a.m. and 5:00 a.m., except with a hotel/motel parking permit or annual City residential parking permit, not to include non-resident parking permits.
28.b-1	Bonita, Calle, from Calle Valle to Calle de Los Molinos parking shall be limited to 30 minutes from 2:00 a.m. to 5:00 a.m.
28.c-1	Cabrillo, Avenida, south side, 20 feet westerly of the west driveway (behind building at 224 Avenida Del Mar), parking shall be prohibited between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday.
28.c-2	Cabrillo, Avenida, City-owned parking lot between 102 and 122 Avenida Cabrillo, a) Parking prohibited between the hours of 2:00 a.m. and 5:00 a.m. City parking permits are exempted. b) No parking for street sweeping every Wednesday (except City Holidays) from 4:00 a.m. to 6:00 a.m. (no exemption).
28.c-2A	Cabrillo, Avenida, 100 block, parking shall be limited to 30 minutes between the hours of 2:00 a.m. to 5:00 a.m. for the north side on Monday, Tuesday and Wednesday and for the south side on Thursday, Friday and Saturday.
28.c-3	Cabrillo, Avenida, City-owned parking lot between 121 and 145 Avenida Cabrillo, a) Parking prohibited between the hours of 2:00 a.m. and 5:00 a.m. City parking permits are exempted. b) No parking for street sweeping every Thursday (except City Holidays) from 4:00 a.m. to 6:00 a.m. (no exemption). c) Parking shall be limited to three hours between the hours of 9:00 a.m. and 9:00 p.m.
28.c-4	Campana, Calle, parking shall be prohibited between the hours of 9:00 a.m. and 1:00 p.m. on the northerly side of said street on the second and fourth Monday of each month, and on the southerly side of said street on the second and fourth Tuesday of each month.
28.c-5	Canasta, Calle, parking shall be prohibited between the hours of 9:00 a.m. and 1:00 p.m. on the northerly side of said street on the second and fourth Monday of each month, and on the southerly side of said street on the second and fourth Tuesday of each month.
28.c-5a	Avenida Cordoba, southwest side, from the south side of the pedestrian walkway at 301 E. Avenida Cordoba to the corner of the fence foundation at 198 E. Avenida Cordoba, for a distance of 260 feet, parking shall be prohibited between the hours of 10:00 p.m. and 6:00 a.m.
28.c-6	Rincon Court from Camino De Los Molinos to the cul-de-sac, parking shall be restricted to 30 minutes between the hours of 2:00 a.m. to 5:00 a.m.
28.d-01	Avenida De La Paz, both sides of the street from 158 Avenida De La Paz to Avenida Caballeros, parking shall be prohibited between the hours of 9:00 a.m. and 12:00 p.m. on school days, except with a residential parking permit.
28.d-1	Del Comercio, Calle, from El Camino Real to San Luis Rey, parking shall be prohibited between the hours of 7:00 a.m. and 1:00 p.m. on the easterly side of said street on the first and third Monday of each month, and on the westerly side of said street on the first and third Tuesday of each month.
28.d-2	Del Mar, Avenida, at the 205 address (Post Office) for a total distance of three diagonal parking spaces, parking shall be limited to 20 minutes between the hours of 9:00 a.m. to 6:00 p.m.
28.d-2a	Del Mar, Avenida, the first diagonal parking space next to the driveway at 228 Avenida Del Mar, parking shall be limited to 20 minutes between the hours of 9:00 a.m. to 6:00 p.m.
28.d-2b	Del Mar, Avenida, the parallel parking space at 239 Avenida Del Mar (east of the crosswalk), parking shall be limited to 20 minutes between the hours of 9:00 a.m. to 6:00 p.m.
28.d-2c	Del Mar, Avenida, the diagonal parking space next to the existing ADA parking space at 219 Avenida Del Mar, parking shall be limited to 20 minutes between the hours of 9:00 a.m. to 6:00 p.m.
28.d-2d	Del Mar, Avenida, the first diagonal parking space east of Ola Vista, closest to 174 Avenida Del Mar, parking shall be limited to 20 minutes between the hours of 9:00 a.m. to 6:00 p.m.
28.d-2e	Del Mar, Avenida, the diagonal parking space next to the existing ADA parking space at 140 Avenida Del Mar, parking shall be limited to 20 minutes between the hours of 9:00 a.m. to 6:00 p.m.
28.d-2f	Del Mar, Avenida, the diagonal parking space next to the existing ADA parking space at 114 Avenida Del Mar, parking shall be limited to 20 minutes between the hours of 9:00 a.m. to 6:00 p.m.
28.d-2g	Del Mar, Avenida, the first diagonal parking space east of Ola Vista at 165 Avenida Del Mar, parking shall be limited to 20 minutes between the hours of 9:00 a.m. to 6:00 p.m.
28.d-2h	Del Mar, Avenida, the diagonal parking space next to the ADA parking space at 139 Avenida Del Mar, parking shall be limited to 20 minutes between the hours of 9:00 a.m. to 6:00 p.m.
28.d-2i	Del Mar, Avenida, the diagonal parking space west of the crosswalk at 117 Avenida Del Mar, parking shall be limited to 20 minutes between the hours of 9:00 a.m. to 6:00 p.m.
28.d.2j	With the exception of previously identified parking stalls or parking stalls identified in the future by the City Council to be 20 minute parking zones (as indicated by signage and green curb painting), all public on-street parking on Avenida Del Mar (between El Camino Real and Calle Seville), North and South El Camino Real (between Avenida Victoria and El Portal) and North and South Ola Vista (between Avenida Victoria and Avenida Cabrillo), and within parking lot owned by the City of San Clemente located at the San Clemente Library/Community Center shall be limited to three (3) hours.
28.d-3	Del Mar, Avenida, the parking lot at the 242 address, parking shall be prohibited between the hours of 2:00 a.m. and 5:00 a.m.
28.d-3a	Del Mar, Avenida, at the 216 address for a total distance of two diagonal parking spaces, parking shall be limited to 20 minutes between the hours of 9:00 a.m. to 6:00 p.m.
28.d-3b	De Los Mares, Camino (in its eastern terminus, located between Portico Del Norte and the dead-end), south side, from a point located eight (8) feet east of the end-of-curb-return for a distance of 230 ft. easterly, parking shall be prohibited between dusk to dawn.
28.d-3c	De Los Mares, Camino (in its eastern terminus, located between Portico Del Norte and the dead-end), north side, from a point located fourteen (14) feet east of the beginning-of-curb-return for a distance of 240 ft. easterly, parking shall be prohibited between dusk to dawn.
28.d-4	De Los Molinos, Calle, north side, between the driveways at the 105 and 111 addresses, parking shall be limited to two hours between the hours of 9:00 a.m. and 6:00 p.m.
28.d-5	De Los Molinos, Calle, north side, from the driveway at the 209 address in an easterly direction for a distance of 40 feet to the driveway at the 213 address, parking shall be limited to two hours between the hours of 9:00 a.m. and 6:00 p.m.
28.d-6	De Los Molinos, Calle, south side, between the driveway at the 114 address and the west driveway of the Elk's Lodge (1505 NECR), the back parking lot facing Los Molinos, parking shall be limited to two hours between the hours of 9:00 a.m. and 6:00 p.m.
28.d-7	De Los Molinos, Calle, south side, from the Calle Valle curb return to the driveway at 142 Los Molinos, parking shall be limited to two hours between the hours of 9:00 a.m. and 6:00 p.m.
28.d-8	De Los Molinos, Calle, east side, between the two driveways at 415 Calle de Los Molinos, parking shall be limited to 30 minutes between the hours of 2:00 a.m. to 5:00 a.m.
28.d-8a	De Los Molinos, Calle, both sides from Avenida Pico to Calle Valle (northwesterly intersection) parking shall be limited to 30 minutes between the hours of 2:00 a.m. to 5:00 a.m.
28.d-9	De Los Molinos, Calle, east side from a point 25 feet south of the southerly driveway of the Pico Pavilion Plaza (415 Avenida Pico) for a distance of 168 feet in the southerly direction towards Avenida Pico, parking shall be limited to 30 minutes between the hours of 2:00 a.m. to 5:00 a.m.
28.d-10	De Industrias, Calle, west side from a point 30 feet north of the driveway of the Pico Pavilion Plaza (415 Avenida Pico) for a distance of 345 feet in the northerly direction, parking shall be limited to 30 minutes between the hours of 2:00 a.m. and 5:00 a.m.
28.d-11	Delicada, Calle, both sides of the street from Avenida Presidio proceeding westerly to the end of the west cul-de-sac, parking shall be limited to two hours, between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except City holidays, when school is in session.
28.e-1	El Camino Real, North, east and west sides, between Avenida Florencia and Mariposa, parking shall be limited to two hours between the hours of 8:00 a.m. and 5:00 p.m.; and shall be limited to 30 minutes between the hours of 2:00 a.m. and 5:00 a.m.
28.e-2	El Camino Real, North, east side, at the 1505 and 1509 address, for a distance of 20 feet, parking shall be limited to loading and unloading of passengers only.
28.e-3	El Camino Real, North, east side, at the 1509 and 1513 addresses, for a distance of 80 feet, parking shall be limited for 30 minutes between the hours of 8:00 a.m. and 5:00 p.m.
28.e-4	El Camino Real, South, east side, between the south City limits and Avenida Dolores, parking shall be prohibited between the hours of 12:00 midnight and 4:00 a.m.
28.e-5	El Camino Real, South, east side, from a point 50 feet south of the southeast Avenida San Luis Rey curb return for a distance of 60 feet southerly, parking shall be limited to 20 minutes between the hours of 9:00 a.m. and 7:00 p.m.
28.e-7(a)	Empalme, Calle, both sides of the street from Calle Fiesta proceeding westerly to the end of curve at 235 Calle Empalme, parking shall be prohibited between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except with a residential parking permit for the Broadmoor Residential Preferential Parking zone.
28.e-7(b)	Empalme, Calle, south side of the street from Avenida La Cuesta proceeding easterly to the end of curve at 235 Calle Empalme, parking shall be prohibited between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except with a residential parking permit for the Broadmoor Residential Preferential Parking zone.
28.e-7(c)	Empalme, Calle, both sides of the street from Calle Familia proceeding westerly to Calle Fiesta, parking shall be limited to two (2) hours, between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except City holidays, when school is in session.
28.f-1(a)	Fiesta, Calle, both sides of the street from Calle Miguel proceeding westerly to the end of cul-de-sac, parking shall be prohibited between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except with a residential parking permit for the Broadmoor Residential Preferential Parking zone.
28.f-1(b)	Fiesta, Calle, both sides of the street from Calle Empalme proceeding westerly to Calle Miguel, parking shall be limited to two (2) hours, between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except City holidays, when school is in session.
28.f-1c	Avenida Fabricante, San Clemente Animal Shelter parking lot located at 221 Avenida Fabricante, parking shall be prohibited between the hours of 8:00 p.m. and 6:00 a.m.
28.f-2	Familia, Calle, both sides of the street from the end of the east cul-de-sac proceeding westerly to the end of the west cul-de-sac, parking shall be limited to two hours, between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except City holidays, when school is in session.
28.g-1	Granada, Avenida, City-owned parking lot at the 102 and 104 Avenida Granada, parking a) Parking prohibited between the hours of 2:00 a.m. and 5:00 a.m. City parking permits are exempted. b) 3-hour parking restriction from 7:00 a.m. to 7:00 p.m. (no exemption). c) No parking for street sweeping every Wednesday (except City Holidays) from 4:00 a.m. to 6:00 a.m. (no exemption).
28.g-2	Granada, Avenida, City-owned parking lot between 111 Avenida Del Mar and 128 Avenida Granada address, a) Parking prohibited between the hours of 2:00 a.m. and 5:00 a.m. City parking permits are exempted. b) No parking for street sweeping every Thursday (except City Holidays) from 4:00 a.m. to 6:00 a.m. (no exemption).
28.g-3	Granada, Avenida, 423 address, parking shall be prohibited between the hours of 9:00 a.m. and 12:00 noon on Monday, Wednesday and Friday.
28.g-4	Granada, Avenida, 100 block, parking shall be limited to 30 minutes between the hours of 2:00 a.m. to 5:00 a.m. for the north side on Monday, Tuesday and Wednesday and for the south side on Thursday, Friday and Saturday.
28.g-5	Granada, Avenida, south side, at 153 Avenida Granada, 20 feet west of the driveway, parking shall be limited to 20 minutes between the hours of 9:00 a.m. to 6:00 p.m.
28.l-1	Lago, Calle, both sides for its entire length, parking shall be restricted to two hours between the hours of 2:00 p.m. to 2:00 a.m., and parking shall be restricted to 30 minutes between the hours of 2:00 a.m. to 5:00 a.m.
28.l-2	Lobeiro, Avenida, both sides, parking shall be limited to two hours between the hours of 9:00 a.m. and 6:00 p.m.
28.1-3	Camino La Pedriza, west side, from a point forty (40) feet south of Corte Cristianitos to a point twenty (20) feet north of Avenida Pico, parking shall be prohibited between the hours of 10:00 p.m. and 6:00 a.m.
28.m-1(a)	Miguel, Calle, both sides of the street from Avenida Presidio proceeding southerly to Calle Empalme, parking shall be prohibited between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except with a residential parking permit for the Broadmoor Residential Preferential Parking zone.
28.m-1(b)	Miguel, Calle, both sides of the street from Calle Empalme proceeding southerly to Calle Delicada, parking shall be limited to two (2) hours, between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except City holidays, when school is in session.
28.m-2	Montalvo, Avenida, both sides from its intersections with Avenida Lobeiro, parking shall be limited to two hours between the hours of 9:00 a.m. and 6:00 p.m.
28.m-3	Magdalena, Avenida, parking shall be prohibited between the hours of 4:00 a.m. and 6:00 a.m., Monday and Wednesday of each week, on both sides of the street, from El Camino Real to 450 feet east.
28.n-1	Navarro, Avenida, from 174 Avenida Navarro to 425 Calle De Los Molinos, parking shall be prohibited between the hours of 4:00 a.m. and 7:00 a.m. on the southwest side of said street on Monday of each month.
28.n-2	Navarro, Avenida, from 174 Avenida Navarro to 426 Calle De Los Molinos, parking shall be prohibited between the hours of 4:00 a.m. and 7:00 a.m. on the northeast side of said street on Tuesday of each month.
28.n-3	Navarro, Avenida, northeast side, parking prohibition from 174 Avenida Navarro to 424 Calle De Los Molinos on Fridays between the hours of 4:00 a.m. and 7:00 a.m.
28.n-4	Navarro, Avenida, southwest side, parking prohibition from 174 Avenida Navarro to 424 Calle De Los Molinos on Thursdays between the hours of 4:00 a.m. and 7:00 a.m.
28.n-5	Neblina, Calle, both sides of the street from Calle Empalme proceeding westerly to the end of cul-de-sac, parking shall be limited to two hours, between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except City holidays, when school is in session.
28.o-1	Ola Vista, North, easterly side, from Avenida Cabrillo to Avenida Del Mar, parking shall be limited to 30 minutes between the hours of 2:00 a.m. and 5:00 a.m.
28.o-2	Ola Vista, North, easterly side, from Avenida Cabrillo to Avenida Del Mar, parking shall be limited to 2 hours between the hours of 5:00 a.m. and 2:00 a.m.
28.o-3	Calle Oso, east side, from its intersection with Avenida Del Poniente in a northerly direction to the end of 90 degree curb at West El Portal. Parking shall be prohibited from 7:30 a.m. to 3:30 p.m. on school days.
28.o-3a	Oso, Calle, on the west side, from its intersection with Avenida Del Poniente in a northerly direction for a distance of 90 lineal feet. Parking shall be prohibited from 7:30 a.m. to 3:30 p.m. "During School Days Only."
28.o-3b	Calle Oso, on the west side, from its intersection with Avenida Del Poniente in a northerly direction for a distance of 20 feet. Parking shall be prohibited from 7:30 a.m. to 3:30 p.m. "During School Days Only."
28.o-3c	Calle Oso on the east side, from the west side (egress side) of Las Palmas Elementary School driveway to El Portal for a distance of 100 feet. Parking shall be prohibited from 7:30 a.m. to 3:30 p.m. "During School Days Only."
28.p-1	Parking on West Paseo De Cristobal shall be prohibited between the hours of midnight and 4:00 a.m., on the west side, from a point along the street thirty-five (35) feet south of the northerly terminus of the property line of 333 Paseo De Cristobal to the cul-de-sac at the northerly termination of West Paseo De Cristobal, and on the east side from the property line between 332 and 330 Paseo De Cristobal to the cul-de-sac at the westerly termination of West Paseo De Cristobal.
28.p-2	Parking on North El Camino Real, west side, between Boca De La Playa and Avenida Florencia, shall be limited to two hours between the hours of 8:00 a.m. and 5:00 p.m.
28.p-3	Parking on Avenida La Cuesta, north side, from the 243 address to the 189 address, shall be prohibited between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday.
28.p-4	Parking in the San Clemente Municipal Golf Course parking lots located at 150 East Avenida Magdalena shall be restricted to 30 minutes between the hours 2:00 a.m. and 5:00 a.m. seven days per week.
28.p-5	Parking on Via Socorro, south side, shall be prohibited between the hours of 7:30 a.m. and 9:00 a.m. and from 1:30 p.m. to 3:30 p.m., Monday through Friday, between the addresses 201 to 215 and 249 to 261 Via Socorro, on the days Shorecliffs Middle School is in session.
28.p-6	Parking shall be prohibited between the hours of 4:00 a.m. and 6:00 a.m. on the following streets on the following days:

28.p-9	Puente, Calle, west side, from its intersection with Avenida Aragon, in a southerly direction for a distance of 130 feet, parking shall be limited to school bus loading and unloading of passengers only, between the hours of 7:00 a.m. and 3:00 p.m. on school days.
28.p-9a	Puente, Calle, west side, from a point 130 feet south side of the curb return at Avenida Aragon to the stop limit line at Avenida Del Poniente, parking shall be limited to three minutes for loading and unloading of passengers only, between the hours of 7:00 a.m. and 3:00 p.m. on school days.
28.p-9b	Pueblo, Calle, both sides of the street from Calle Empalme proceeding westerly to the end of cul-de-sac, parking shall be limited to two hours, between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except City holidays, when school is in session.

28.r-1[a]	Revuelta Court, west side, from a point located 20 feet north of the north side of 107 Revuelta driveway to the beginning-of-curb-return at the northwest corner of La Placentia for 180 feet, no parking from 7:00 a.m. to 7:00 p.m. on Fridays.
28.r-2	Avenida Rosa, San Clemente Senior Center parking lots located at 100 and 118 Avenida Rosa, parking shall be prohibited between the hours of 10:00 p.m. and 6:00 a.m.
28.s-1	San Luis Rey, Avenida, north side, between South El Camino Real and Calle Del Comercio, parking shall be limited to two hours.
28.s-1a	San Luis Rey, Avenida, on the south side, between South El Camino Real easterly to the alley, parking shall be limited to 20 minutes between the hours of 9:00 a.m. and 7:00 p.m.
28.s-2	Sandia, Calle, both sides of the street from Calle Escuela proceeding westerly to the end of the cul-de-sac, parking shall be prohibited between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except with a residential parking permit for the Broadmoor Residential Preferential Parking zone.
28.s-3	Salida, Calle, both sides of the street from Calle Escuela proceeding westerly to the end of the cul-de-sac, parking shall be prohibited between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except with a residential parking permit for the Broadmoor Residential Preferential Parking zone.
28.s-4	Avenida Salvador, west side, along the property frontage at 790 Avenida Salvador, parking shall be prohibited between the hours of 10:00 p.m. and 6:00 a.m.
28.s-5	Avenida Serra, both sides of the street from El Camino Real to the east side of the alley, parking shall be limited to two hours between the hours of 9:00 a.m. and 6:00 p.m.
28.t-01	Talega, Avenida, west side, from a point 75 feet south of the southeast Calle Portofino curb return to a point 125 feet north of the northeast Avenida Vista Hermosa curb return, parking shall be prohibited except on school days between the hours of 7:00 a.m. to 4:00 p.m.
28.t-02	Talega, Avenida, east side, from a point 200 feet north of the northeast Avenida Vista Hermosa curb return to Calle Portofino, parking shall be prohibited except on school days from 7:00 a.m. to 4:00 p.m.
28.t-03	Talega, Avenida, east side, from a point 40 feet north of the northeast Calle Portofino curb return to the first driveway south of the southwest corner of Calle Saluda, parking shall be prohibited except on school days from 7:00 a.m. to 4:00 p.m.
28.t-1	Turqueza, Via, west side, from Avenida Vista Hermosa proceeding southerly to the first driveway of the Marblehead Elementary School, parking shall be prohibited between the hours of 7:00 a.m. and 3:00 p.m. on school days.
28.v-1	Victoria, Avenida, at the 612 address, parking shall be limited to 24 minutes between the hours of 9:00 a.m. and 7:30 p.m.
28.v-1a	Valle, Calle, from the intersection of Calle Bonita to Calle de Los Molinos and Calle Valle from Calle de Los Molinos to Calle de Los Molinos (the one-way portion), parking shall be limited to 30 minutes from 2:00 a.m. to 5:00 a.m.
28.v-2	Verde Park's parking lot parking shall be limited to two hours between the hours of 7:30 a.m. and 3:00 p.m., Monday through Friday when San Clemente High School is in session.
28.v-3	Villario, Calle, both sides of the street from Avenida Presidio proceeding westerly to the end of cul-de-sac, parking shall be limited to two hours, between the hours of 7:00 a.m. and 3:00 p.m. Monday through Friday, except City holidays, when school is in session.
