15.48.010 - Definitions.¶
For the purpose of this chapter, the terms listed in this section shall be defined as follows:
"Comprehensive plan" means a methodology for the provision of fire and emergency medical services which has been reduced to written form and includes, but is not limited to, establishment of responsibilities for services costs, staffing levels, locations of services' delivery facilities and funding sources which provide service level in accordance with Section 15.48.020 of this chapter.
"Driving time" means the period of time from the apparatus leaving the fire station until arrival at the scene of the incident.
"Engine company" means a Fire Department pumper manned with on-duty personnel.
"Existing fire station" means a fully manned (twenty-four (24) hour basis) fire station with a minimum of one (1) engine company as of the date a building permit is issued.
"First-due engine company" means the engine company that would arrive first using the response model.
"New development" means construction, improvement or placement of structure(s) on a parcel(s) of land.
"Second-due engine company" means the engine company that would arrive second using the response model.

15.48.020 - Response standard.¶
Except as set forth in Section 15.48.040, no building permit shall be issued on or after June 1, 1988, for any new development unless the Fire Chief shall have determined either that:
A. The driving time from the closest existing fire station to the new development does not exceed five (5) minutes for the first-due engine company and twelve (12) minutes for the second-due engine company; or
B. The new development is within an area which has a comprehensive plan for the provision of fire/EMS services that has been approved by the City Council.

15.48.030 - Response model.¶
The driving time shall be determined in accordance with the following:
A. Appropriate route for determining driving times shall be determined by taking the route which uses the least amount of time without leaving an all-weather surface.
B. The driving time shall be determined by assuming that the emergency vehicles travel at the posted speed limit.
C. All stop signs and controlled intersections shall be assumed to cause a twenty (20) second delay in the driving time, except the controlled intersection which has an approved intersection control device in place and stop signs at intersections where all traffic must come to a full stop, shall be assumed to cause a ten (10) second delay in the driving time.
D. The total sum shall be computed in minutes to reach all areas of the development.

15.48.040 - Exemptions.¶
The following types of new development shall be exempted from the requirements of this chapter:
A. New development which is beyond the driving time standards established by this chapter in a location for which the City has no plan to provide additional services which would satisfy the requirement herein;
B. Improvement, alteration, remodeling or repair of existing structures;
C. Fourplexes or lesser-numbered multiple dwellings on a single lot existing as of the effective date of the ordinance codified in this chapter;
D. Single-family residential units on a single lot existing as of the effective date of the ordinance codified in this chapter.
