San Clemente Municipal Code Art. VIII Fills

A. .....Unless otherwise approved by the City Engineer and recommended in the approved soil engineering report, fills shall conform to Subarticle 8 of the Grading Manual. The provisions therein may be waived for minor fills not intended to support structures upon written request by the application on a form prescribed by the City Engineer.

B. .....The City Engineer may require that the soil tests or testing be performed by an approved testing laboratory.

C. .....Fill slopes shall be no steeper than two (2) horizontal to one (1) vertical two-to-one (2:1), excepting only that grading of the coastal bluff from the Segunda Deshecha Canada crossing to Camino San Clemente may be permitted at a slope no steeper than one point five (1.5) horizontal to one (1) vertical one point five-to-one (1.5:1) and at a minimum factor of safety of one point five (1.5) with approval of the City Engineer.
