2.44.010 - Creation.¶
There is created and established a recreation and community services department.

2.44.020 - General supervision.¶
Recreation and community services is a department within the framework of the city's administrative organization and is governed by state and federal laws pertaining thereto, and by the ordinances, policies and procedures established by the city council.

2.44.030 - Director.¶
There is a director of the department who is, subject to the general supervision of the city administrator, and with the approval of the city council, solely responsible for the management and conduct of the department. The director attends all recreation, parks and social services commission meetings and prepares all material requiring their action.

2.44.040 - Functions.¶
The functions of the recreation and community services are:
A. Initiating and coordinating recreation activities; child care programs; neighborhood services programs and fitness programs;
B. The design and development of parks and park facilities; in conjunction with the departments of development and public services;
C. The development and operation of cultural and historical sites, facilities, and programs;
D. The development and coordination of the social service functions/programs for the city.

2.44.050 - Effective dates.¶
Whenever a reference is made in this chapter to the effective date of a title, chapter, or section, the date referred to is the date established by the ordinance from which the title, chapter or section is derived and not the date of adoption of this code.

2.44.060 - Master plan of parks.¶
The master plan of parks is prepared and maintained by the recreation and community services. The master plan and changes thereto are forwarded to the city council through recreation, parks and social services commission. When the master plan is approved by the city council it is incorporated by reference as though set forth in detail in this code.

2.44.070 - Rules and regulations.¶
The city council adopts by ordinance rules and regulations for the use of all city parks, and the department may adopt such rules and regulations and are required, except those relating to fees and costs.
