2.42.010 - Creation.¶
There is created and established a public works department.

2.42.020 - General supervision.¶
The public works department is a department within the framework of the city's administrative organization and is governed by state and federal laws pertaining thereto, and the ordinances, policies and procedures established by the city council.

2.42.030 - Director—Establishment.¶
There is a director of public works who is, subject to the general supervision of the city administrator and with the approval of the city council solely responsible for the management and conduct of the department.

2.42.040 - Director—Duties.¶
The director of public works, in conformance with applicable state and city laws, organizes and maintains such functions as are herein established. He/she is responsible for the supervision and control of all functions of the department and for the performance of the functions herein assigned to the department.

2.42.050 - Functions.¶
The functions of the public works department are:
A. Supervision of the design, construction, operation and maintenance of all city buildings, shops and yards;
B. The maintenance and operation of the storm drain system of the city;
C. The maintenance and clearing of all streets, alleys and other public ways now open or which may hereafter be opened;
D. The removal of all obstructions in all streets, alleys and other public ways;
E. The construction, maintenance and operation of all traffic regulatory or safety devices, signs or markings, as directed by the city council;
F. The maintenance of all plants within any public rights-of-way in accordance with the provisions of Chapter 11.08;
G. The maintenance of parks, parkways, cemetery, civic areas, airport and other city property;
H. The maintenance and operation of the city water and sewer systems;
I. The provision for and the coordination of the transportation systems serving the city;
J. The formulation and recommendation of policies pertaining to energy conservation and other resource management issues as relate to internal transportation.
K. The design and supervision of construction of all streets, alleys and other public ways now open or which may hereinafter be opened;
L. The design and supervision of construction of the sanitary sewer system and other sanitary works of the city;
M. The design and supervision of the storm drain system of the city;
N. The design and supervision of the construction of the water system of the city;
O. Establishing and maintaining of an official benchmark;
P. Supervision of all work on, in and under streets, alleys and other public ways or for the use of streets, alleys and other public ways by anyone other than the city;
Q. Issuance of permits, in conformance with applicable state and city laws, for the performance of work on, in or under streets, alleys and other public ways or for the use of streets, alleys and other public ways for any purpose other than public use;
R. Performance of all phases of engineering work required in connection with all the functions of the city, including the design and development of parks and parks facilities;
S. Keeping of records of surveys and measurements made, which records become the sole property of the city and are open for public inspection;
T. The periodic review of the portions of the county, regional, state and federal transportation plans which affect the city;
U. Performance of such other functions as may be assigned by the city administrator or prescribed by the city council or required by other sections of this code or by applicable state laws.

2.42.060 - Master plan of streets and highways.¶
The master plan of streets and highways established by the city council and maintained in the office of the city engineer is incorporated by reference as set forth in detail in this code.
