Rialto Municipal Code Ch. 2.49 Personnel Division

There is created and established a city personnel division.

The personnel division is a division within the framework of the city's administrative organization under the direct supervision of the city administrator and is governed by state and federal laws pertaining thereto and the resolutions, policies, and procedures established by the city council.

The human resource manager is, subject to general supervision of the city administrator and with the approval of the city council, solely responsible for the management and conduct of the division. The manager attends all personnel advisory board meetings and prepares material requiring their action.

The annual personnel services budget of the city is assembled by the city administrator for preparation of the total city budget and submission to the city council.

The function of the personnel division is to:

A. Administer all city-contracted employee benefit programs;

B. Administer Chapters 2.50 and 2.51 of this code and resolutions, policies and procedures as assigned by the city administrator or prescribed by the city council;

C. Perform such other functions as may be assigned by the city administrator or prescribed by the city council or by applicable federal or state laws.
