2.32.010 - Creation.¶
There is created and established a city administrative services department.

2.32.020 - General supervision.¶
The administrative services department is a department within the framework of the city's administrative organization and is governed by state and federal laws pertaining thereto and the ordinances, policies and procedures established by the city council. The department is divided into divisions concerning city business relative to information systems management, licensing, risk management, purchasing, grant coordination, utility billing and fleet maintenance.

2.32.030 - Director—Establishment.¶
There is a director of administrative services who is, subject to the general supervision of the city administrator and with the approval of the city council, solely responsible for the management and conduct of the department.

2.32.040 - Personnel.¶
In addition to the director of administrative services, the administrative services department consists of such other persons as the city council may from time to time prescribe.

2.32.050 - Director—Duties.¶
The director of administrative services is, subject to the general supervision of the city administrator or person designated by the city council, and with the approval of the city council, solely responsible for the management and conduct of the department of administrative services and for the coordination and supervision of all activities of each division of the department. He/she prescribes all procedures and systems to be used in all departments in connection with the duties of each division of the department. The director of administrative services has power and is required to:
A. Supervise and be responsible for the provision of the city's information management systems for all departments of the city;
B. Administer the license, franchise and tax programs of the city;
C. Administer all risk management activities of the city;
D. Administer the purchasing systems of the city;
E. The review and coordination of all transportation grant applications, other grant applications, and funding documentation pertaining to public transportation;
F. The coordination and review of all franchises issued to provide public transportation within the city, including but not limited to, taxi cabs, private ambulances and charter buses;
G. The formulation and recommendation of policies pertaining to vehicle management, including preventative and routine maintenance and vehicle replacement;
H. Acquisition and processing of vehicle operational and maintenance data including preparation of reports;
I. Scheduling of vehicle maintenance, work order control and vehicle parts requisitioning;
J. Establish procedures for the city's insurance program and have custody of all insurance policies;
K. Administer all systems of the city relating to utility billing;
L. Exercise all powers and duties that are now or may hereafter be imposed by law or the city council;
M. Perform such other functions as may be assigned by the city administrator or prescribed by the city council or by applicable federal or state laws.
