2.07.010 - Duties.¶
A. The city clerk shall keep an accurate record of the proceedings of the legislative body in books bearing appropriate titles and devoted exclusively to such purposes. The books shall have a comprehensive index. The financial and accounting duties imposed upon the city clerk by Sections 40802 through 40805 of the Government Code are herein transferred to the director of administrative services. The city clerk shall keep a book marked "Ordinances" and record in it all city ordinances with a certificate annexed to each, stating:
It is a true and correct copy of a city ordinance;
The ordinance number;
It has been published or posted according to law;
B. The ex officio assessor duties imposed upon the city clerk by Section 40810 of the Government Code are hereby transferred to the auditor/controller of the county of San Bernardino for the assessment and collection of city taxes. The city clerk shall be the custodian of the city seal. The city clerk shall perform such additional duties as may be prescribed by ordinance.
C. The record of the proceedings of the legislative body shall include a synopsis of the matters discussed before the legislative body, reference to any documents considered, the statements of each speaker, including reasons for any support or dissent concerning any action, the votes taken, and direction given.

2.07.020 - Deputies.¶
The city clerk may appoint deputies, for whose acts he/she and his/her bondsmen are responsible. The deputies shall hold office at the pleasure of the city clerk and receive such compensation as is provided by the legislative body.

2.07.030 - Oaths—Affidavits, depositions, certifications, acknowledgments.¶
The city clerk and his/her deputies may administer oaths or affirmations and take and certify affidavits and depositions pertaining to city affairs and business which may be used in any court or proceedings in the state. The acknowledgment of an instrument may be made before the city clerk and his/her deputies within the city in which they were elected or appointed.
