13.20.010 - Maps required from public service corporations.

A. Every public service corporation maintaining pipes or conduits in the streets of the city shall file with the city council, during the month of January of each year, a map (blue line print on cloth) indicating the size and location of each pipe or conduit owned and maintained by the public service corporation in the streets of the city; provided, however, that after the public service corporation has in the first instance filed the map, it may thereafter, in lieu of filing a new map each year, revise the map on file so as to show changes and extensions.

B. Whenever any pipe, conduit, duct, tunnel or other structure located under the surface of any public street, alley or other public place, or the use thereof, is abandoned, the corporation owning, using, controlling or having an interest in it shall, within thirty days after such abandonment, file in the office of the superintendent of streets a map giving in detail the location of the pipe, conduit, duct, tunnel or other structure so abandoned. Each map or set of maps filed pursuant to the provisions of this section shall show in detail the location of all such pipes, conduits, ducts, tunnels or other structures abandoned subsequent to the filing of the last preceding map or set of maps.

13.20.020 - Lighting dangerous places.

Any person by whom, or under whose immediate direction, or by whose immediate authority, as principal, contractor or employer, any portion of a public street, avenue, alley, sidewalk, public park or place may be made dangerous shall do the following:

A. Erect, and, so long as the danger may continue, maintain around the portion thereof so made dangerous, a good and substantial barrier; and,

B. Cause to be maintained during every night, from sunset to daylight, suitable warning lights at the ends of every portion so made dangerous, and at every side of a street crossing so made dangerous.

13.20.030 - Closing streets—Barriers and notices.

When any street or portion of a street is being improved or under repair, or sewer, gas or water pipes are being laid or repaired therein, and it appears to the street superintendent that it is necessary to protect such improvements from injury, or that it is necessary for the public safety to close any street or portion of a street temporarily, the street superintendent may place temporary barriers across the ends of the street or portion of a street where the work is going on and place a notice at each barrier with the words thereon "Closed, Street Under Construction," or "Closed, Street Under Repair," as the case may be, and also the words "Keep Out," the lettering of which notice must be of sufficient size that it may be read for a distance of at least fifty feet from the barrier; and, during the nighttime, lights shall be maintained upon each barrier to warn the public that the street is closed.

13.20.040 - Closing streets—Appeal.

If the street superintendent at any time closes any street or portion of a street and any person considers that the closing of the street or portion of a street is unnecessary, application may be made to the city council by such person, objecting to the closing; and, in that case, the city council shall investigate the closing and, if the city council comes to the conclusion that the street or portion of the street should not be closed, an order shall be made upon the minutes of the city council ordering the street superintendent to remove the barriers placed thereon.

13.20.050 - Driving on closed streets.

When any street or portion of a street is closed as provided in this chapter, no person shall remove or interfere with or molest any of the barriers so placed, or the notices placed thereon; nor shall any person drive any vehicle of any description upon the street or portion of street so declared closed.
