Chapter 12.28 — ROLLER SKATING

For purposes of this chapter, the terms "roller skate" and "roller skater" mean and include any person propelling him or herself or being propelled while on roller skates or on a skateboard. (Ord. 1501 § 1)

No person shall roller skate upon any city street, except as follows:

• A. Within a marked crosswalk or within any unmarked crosswalk at an intersection;

• B. Any street not designated as a prohibited area, as outlined in Section 12.28.030. (Ord. 1501 § 1)

No person shall roller skate on the sidewalks within the following areas of the downtown business district of the city between the hours of 9:00 a.m. and 9:00 p.m. Monday through Saturday:

• A. That area bounded on and inclusive of Arline Rhine Drive to the north and Mitchell Avenue to the south; Bridge Street to the east and Oak Street to the west;

• B. Any other roadway which is so posted with signs no less than every 250 feet containing the words "No skateboarding allowed" and this section contained therein.

The city superintendent of streets is authorized to place signs upon any street or adjacent to any street in the city designated for roller skating, warning of the possible presence of roller skaters on such street.

Every person roller skating on a street designated for roller skating by this chapter shall:

• A. Skate as near to the right-hand side of the street as practicable, exercising due care when passing pedestrians, standing vehicles, bicycles, or other roller skaters;

• B. Skate in the direction of vehicular and bicycle traffic travelling on the same side of the street;

• C. Skate facing the direction of vehicular or bicycle traffic travelling on the same side of the street; backward skating is prohibited;

• D. Skate single file, except when passing other roller skaters;

• E. Yield the right-of-way to all approaching vehicles, bicycles and pedestrians on the street when emerging from an alleyway, driveway, sidewalk or bicycle into the street;

• F. Obey the instructions of all official traffic-control signs and other control devices applicable to vehicles and bicycles, unless otherwise directed by a police officer.

Except as otherwise provided by this chapter, every person roller skating on any public street, sidewalk, or bicycle path, or within any of the ways and places of the city, shall comply with all rules of the road applicable to pedestrians established by this Code or by the Vehicle Code of the state.
