§ 10-6.201. Objectives. ¶
This chapter is being promulgated in accordance with the following objectives:
(a) Preserve the quality of life in the City by maintaining these qualities:
(1) Healthy environment (air, water quality, etc.),
(2) Natural environment (habitat, flora and fauna),
(3) Small town atmosphere (small scale),
(4) Strong community identification,
(5) Aesthetic quality,
(6) Cultural advantages;
(b) Protect the open space of the City;
(c) Ensure the balanced economic development of the City by:
(1) Encouraging compatible business,
(2) Accommodating tourism but only to the extent it does not compromise other goals;
(d) Ensure adequacy of City facilities and services within budget limitations;
(e) Ensure a balance of housing types and values to accommodate a variety of families, including persons of all income levels and older persons on limited, fixed incomes.

§ 10-6.202. Purpose. ¶
The purpose of this chapter is to protect the health, safety and general welfare of present and future residents of the City against the adverse effects of poor air quality attributable to population-related emissions, including construction and traffic emissions, to preserve the small-town character of the City and to protect the City's open space and quality of life, while, at the same time, providing affordable housing opportunities.
