Article 10 — Review of Progress

The Director shall review, on a quarterly basis, each residential project which has received an allotment to determine whether satisfactory progress is being made in the processing of Entitlements and building permits. Should an applicant fail to initiate the processing of appropriate plans and permits, the Director shall report such failure to the applicant and the Planning Commission. The Planning Commission, after holding a hearing, may rescind and reassign the allotment to the next the eligible residential project (in the order in which application was received) for which the applicant can reasonably evidence is capable of completing the entitlement, design review and building permit process within time frame that applies to the original allotment.
