Sec. 6.46. - Assumption of responsibilities.¶
Upon receiving authorization from the Department of Housing and Community Development of the State of California (hereinafter referred to as "HCD"), the City of Oceanside (hereinafter referred to as "city") may assume responsibility for the enforcement of the California Health and Safety Code, Division 13, Part 2.1, and related administrative regulations.

Sec. 6.47. - Delegation of authority.¶
The city's building department is delegated the responsibility of enforcing the provisions described in section 6.46.

Sec. 6.48. - Statement of qualifications.¶
The city's building department shall provide qualified personnel necessary for the enforcement of the provisions described in section 6.46. In this regard, the building director is hereby designated as the department's authorized representative for the purpose of enforcing said Act and shall designate appropriately qualified personnel as necessary to enforce the provisions described in section 6.46. A total of not less than two (2) persons shall be assigned to the enforcement program.

Sec. 6.49. - Schedule of fees.¶
The schedule of fees contained in the provisions described in section 6.46 is hereby adopted by the city.

Sec. 6.50. - Statement of objectives.¶
(a) The statutory program and objectives set forth in the provisions described in section 6.46 are hereby adopted by the city.
(b) The city's specific objectives in assuming statutory authority from HCD are to provide for timely and reliable enforcement of state law by accomplishment of the following:
(1) Inspection of all new construction and repairs as provided for in Title 25, Div. 2, Chapter 2 of the California Code of Regulations.
(2) Completion of inspections of all nineteen (19) mobilehome parks and two (2) recreational vehicle parks presently operating within the City of Oceanside once every five (5) years as mandated in California Health and Safety Code § 18400.1, including completion of HCD initiated inspections program on or before December 31, 1995, or such other subsequent date as may hereinafter be designated for such compliance.

Sec. 6.51. - Effective date of assumption.¶
The effective date of the assumption of enforcement responsibilities from HCD to the city shall be June 30, 1994, provided that HCD has approved the city as a qualified enforcement agency and certified the city's inspection personnel by that date.
