Sec. 29.69. - Temporary occupancy permit—Applicability to trailers, temporary or…

The provisions of this article requiring connection to a public sewer or to a subsurface disposal unit or system constructed in accordance with the provisions of this article shall not be applicable to a trailer, temporary building or an accessory building for which a temporary occupancy permit has been issued pursuant to any ordinance of this city.

No septic tank, settling tank, cesspool or other subsurface sewage disposal unit or system shall be installed or constructed or reconstructed in the city unless there is in effect a valid permit therefor issued by the director.

Sec. 29.72. - Same—Application—To be filed with director.

Any person desiring to install, construct or reconstruct a septic tank, settling tank, cesspool or other subsurface sewage disposal unit or system shall file with the director of written application for a permit for such installation, construction or reconstruction.

Sec. 29.73. - Same—Same—One for each installation.

A separate application and permit for each installation shall be required. At the time of filing the application, there shall be paid to the department of health services a fee, as set forth in section 14.25(i) of this Code.

Sec. 29.75. - Construction of septic or settling tanks, cesspools,…

The application shall contain the following information and such other information as the director may require:

Location. Street name and number of the premises where the installation is to be made.

Owner. The name and address of the owner.

Contractor. The name and address of the contractor who is to perform the work.

Size, type of installation. The size and type of the septic tank, settling tank, cesspool or other subsurface sewage disposal unit or system to be installed and the number of people it is to serve.

Plan or diagram. The application shall include or be accompanied by a plan or diagram showing the character and kind of installation to be made and the manner and location in which the work is to be done.

Sec. 29.76. - Supplemental permit—Purpose.

A permittee to whom there has been issued pursuant to this division a permit for an installation to be made at a particular location may apply for a supplemental permit authorizing such work to be performed at a different location; provided, that no work has been commenced at the location specified in the original permit.

The application for a supplemental permit shall be made on a form prescribed and furnished by the director.

Upon receipt of the application, the director shall make or cause to be made such investigation as he deems necessary.

Sec. 29.79. - Same—Same—Results of soil percolation tests to be shown director.

The director may require the applicant for the permit to furnish him the report of an engineer registered in the state showing that soil percolation tests have been made by such engineer on the site of the proposed subsurface sewage disposal system or unit, and the results of such tests. If a percolation test or system layout is performed by the director, there shall be paid to the director the fees as provided in section 14.25(m).

Sec. 29.80. - Same—Denial.

If the director determines that the location, area, soil porosity, ground water level, density of population in the area, the number of persons to be served or other conditions would cause the operation of the subsurface sewage disposal unit or system described in the application to create an unsanitary condition endangering public health, he shall not issue the permit for which application was made.

Sec. 29.83. - Construction of systems for large dwellings, institutions or…

Every applicant for a permit to install or construct a subsurface sewage disposal system or unit to serve residences, institutions or industries, other than a one-family or two-family residence or a small institution or industry having sanitary facilities used by more than ten (10) persons, shall submit to the director for approval the detailed plans and specifications of the proposed subsurface sewage disposal system.

Sec. 29.84. - Same—Filing of application; fee; issuance.

Upon the filing of the required application accompanied by such detailed plans and specifications as are required by section 29.83, the payment of the prescribed fee and the approval of such plans and specifications by the director, the director shall issue a permit for the construction of the subsurface sewage disposal system.

Permits issued pursuant to this division shall be void at the expiration of one year from the date of issuance.
