Sec. 29.10. - Design and construction of house connections.¶
All house connections (sewer laterals) shall be designed and constructed according to City of Oceanside Engineers Manual section 224-30.B.14 through 224-30.10. All pipe and pipe fittings shall conform to the City of Oceanside approved Plumbing Code [Chapter 6, Article III].

Sec. 29.11. - Application for connection; forms.¶
Any person desiring a connection to the sanitary sewer system of the city to serve either new or replacement buildings or structures shall make an application for such connection, in writing, on forms prescribed by the water utilities department.

Sec. 29.11.1. - Wastewater system capacity buy-in fees.¶
Effective sixty (60) days after this ordinance is adopted, all new connections to the city's wastewater system shall be assessed a wastewater system buy-in fee based on water meter size, except residential single-family connections, which will be charged for a five-eights-inch meter regardless of water meter size. Such fee shall be as follows:

These fees shall be indexed to the Engineering News Construction Cost Index, and increased each July 1, commencing July 1, 2026, by the percentage change in the index from the prior year.
(a) Special user wastewater system buy-in fees. Effective sixty (60) days after this ordinance is adopted, an additional wastewater system buy-in fee may be imposed based on excess water usage and strength characteristics. Water usage and strength characteristics will be reviewed to determine the loading parameters of flow, biochemical oxygen demand (greater than three hundred (300) parts per million), total suspended solids (greater than three hundred (300) parts per million) and ammonia (greater than twenty-five (25) parts per million). Such fee shall be as follows:

Sec. 29.11.3. - Fees for increasing water meter size.¶
All wastewater customers, except residential single-family customers, who replace existing water meters with meters of a larger size shall be assessed the difference between the wastewater system buy-in fee originally accessed for the existing meter and the wastewater system buy-in fee applicable for the new meter at the time of replacement.

Sec. 29.12. - Responsibility for installation, maintenance, replacement, and permitting.¶
The costs for installation, maintenance, replacement, and permitting of sewer house connections (sewer service lateral) as defined in section 29.1, shall be the responsibility of the property owner.

Sec. 29.12.1. - Permit required.¶
An encroachment permit shall be required for sewer house connection repairs or replacement if any portion of the work touches, extends into, or encroaches upon a public right-of-way.

Sec. 29.12.2. - Tampering prohibited.¶
No person shall in any manner whatever meddle, tamper, or interfere with or perform work on any part of the sanitary sewer system of the city without the city's express written permission.
