Sec. 29.16. - Payment of service.¶
All persons using the municipal sanitary sewer system of the city shall pay for such service at the rates and at the time and under the rules and regulations hereinafter set forth.

Sec. 29.17.1. - Class specific monthly service charge.¶
All wastewater service customers of the city shall be subject to a monthly customer charge according to customer usage characteristics that are defined by rate classification. Commencing with rates effective as of January 1, 2026, such charges may be established by a resolution of the city council.

Sec. 29.17.3. - Fixed monthly customer charge.¶
All wastewater service customers of the city shall be subject to a monthly customer charge, which may be changed from time to time by a resolution of the city council.

Sec. 29.18. - Flow charge.¶
Residential and non-residential customer flow charges shall be based on the quality and quantity of sewage. All wastewater service customers, except for special users, of the city shall be subject to a monthly flow charge as may be updated from time to time by a resolution of the city council. All charges effective January 1, 2026 and thereafter shall be updated by a resolution of the city council.
(a) Special user flow charge. Each special user shall pay monthly flow charges that shall be determined by a calculation based on actual monitoring data of flow, biochemical oxygen demand, total suspended solids, and ammonia as follows:

Flow charges will be computed in December of each year. An overall charge will be calculated using the unit rates and the average concentrations measured for each loading parameter. This new charge, as adopted by resolution of the city council, will then be in effect for the following year.

Sec. 29.18.1. - Deposit required; exception.¶
A deposit of three (3) times the amount of the base sewer service charge and three (3) times the medium sewer flow tier shall be paid at the time of service, or applied to the monthly bill except where the applicant is the owner of the real property. A deposit may be waived when the owner of the real property or his or her authorized agent shall guarantee payment of the utility bill by his or her signature. A deposit shall be refunded to the depositor at the same time the deposit for water service is refunded, pursuant to section 37.46.

Sec. 29.18.2. - Nonresidential sewer deposit required; exceptions.¶
A deposit of three (3) times the amount of the base sewer service charge not to exceed one thousand dollars ($1,000.00) and three (3) times the amount of the average monthly sewer flow within the applicant's commercial classification, shall be paid at the time of service, or applied to the monthly bill except where the applicant is the owner of the real property. A deposit may be waived when the owner of the real property or his or her authorized agent shall guarantee payment of the utility bill by his or her signature. A deposit shall be refunded to the depositor at the same time the deposit for water service is refunded, pursuant to section 37.46.

Sec. 29.19. - Payments of sewer service charges—Billing.¶
All charges for sewer service shall be paid at the same time as water charges are paid to the city and shall be billed upon the same water bill sent to the consumers by the water utilities department.

Sec. 29.20. - Same—Delinquency; penalty.¶
If any bill remains unpaid on the twenty-fifth day following the bill date of such bill, then there shall be added a penalty of ten (10) percent of the amount due on charges for sanitary sewer service. If the bill remains unpaid on the twenty-fifth day following the bill date of such bill, the director is authorized to implement notification processes with the intent to shut off the water or other service supplied by the city to such premises. For good cause, the penalty may be waived.

Sec. 29.21. - Notice to be given when premises are vacated in order for water to be cut…¶
In case a house or place of business becomes vacant, the regular minimum sewer service charge shall be charged and collected from the owner thereof, whether sanitary service is used or not, until the day upon which the office of the water utilities department is notified in writing of the fact that the property is unoccupied, and is requested to shut off water and sanitary service.
