Sec. 29.52. - Charges for connection to an assessment district.

Whenever any person desires a sewer connection on land lying outside a sewer assessment district to the sewer facilities within an established sewer assessment district, such person shall pay a fee to the city for the privilege of making such a connection, either directly or indirectly, and use of the sewer facilities within such sewer assessment district.

Sec. 29.53. - Determination of amount of fee by council.

The amount of the fee provided for in the preceding section shall be determined by the city council in each case, either by resolution or by ordinance, upon the same basis and in the same relative proportion that assessments on similar parcels of land were made within the established sewer assessment district to which the connection is to be made.

Sec. 29.54. - Disposition of revenues.

Except as provided in section 29.22 and section 29.44, revenues derived under the provisions of this chapter shall be used only for the acquisition, construction, reconstruction, maintenance and operation of the sanitary sewer system, and any surplus thereof shall be applied to the retirement of the bonded indebtedness now outstanding on the sanitary sewer system of the city; provided, however, that such revenue shall not be used for the acquisition or construction of new local street sewers or laterals as distinguished from main trunk, interceptor and outfall sewers.
