18-1 Draining, Discharging, Etc., Water Onto Streets
It shall be unlawful for any person, by means of ditches or dams or other means, to drain and discharge water, not regulated by section 1487 of the Streets and Highways Code of the state, from his land upon any street within the city, thereby injuring such street. (Ord. No. 248 N.S.)
18-1.1 Encroachment Of Any Structure Or Object On City Streets
- “City street” includes all or any part of the entire width of right-of-way of a city street, whether or not such entire area is actually used for high-way purposes.
- “Encroachment” includes and tower, pole, pole line, pipe, pipe line, fence, billboard, stand or building or any structure or object of any kind or character no particularly mentioned in this subsection, which is placed in, under or over any portion of the street.
- The removal of encroachments which may exist in, under or over any city street shall be provided for the following manner: 1. Notice shall be given tot he owner, occupant or person in possession of the encroachment, or to any person causing or suffering the encroachment to exist, by serving a demand for the immediate removal of such encroachment from within such city street. 2. Any such notice shall describe the encroachment complained of with reasonable certainty as to its character and location. In lieu of service upon such person, service of such notice may also be made by registered mail and by posting, for a period of five days, a copy of the notice on the encroachment described in the notice. In the case of an owner, occupant or person in possession, who is not present in the city, the notice may be given tot his agent in lieu of service by mailing or posting.
- The building and safety officer of his designate or the chief of police shall be responsible for the enforcement of this chapter. 4. In the event of failure of the owner to comply with a notice or demand of either the building and safety officer, his designate or the chief of police, they shall order the removal of the encroachment and they shall institute action to recover the expense of such removal, costs and expenses of suit and in addition thereto, the sum of ten dollars for each day such encroachment remains after the expiration of five days from the service of the notice or demand; 5. Exceptions. 1. Excepting permitted utility encroachments for towers, poles, pole lines, pipe or pipe lines where proper encroachment permits are authorized. 2. Excepting any of the above definitions in subsection (b) where a proper permit has been issued by the director of public works for such encroachment into a city street. (Ord. No. 153-AC.)

18-1.2.10 Purpose
All roads within the City shall be classified as major highway, secondary highway, collector street, local street, rural local street.
18-1.2.20 Intent
Functional classification is the process by which streets are grouped into classes, or systems, according to the character of the service they are intended to provide. Streets identified in the functional classification system are derived from existing streets and those identified in the City’s General Plan.
18-1.2.30 Major Highways
Major Highways provide travel service (mobility) between larger communities, and between major trip generators. Major highways serve the longest trips and carry the major portion of trips entering and leaving the overall area. Typically, they are one of the highest traffic volume corridors in the City.
18-1.2.40 Secondary Highway
Secondary Highways are of lesser importance and capacity than major highways but with similar functions.
18-1.2.50 Collector Street
Collector Streets are streets intended to convey vehicular traffic from local streets to a major or secondary highway.
18-1.2.60 Local Street
Streets which provide for direct access to abutting land and for local traffic movement. Minimum streets requirement for commercial uses.
18-1.2.70 Rural Local Streets
Similar to a local street, and used in low density, rural residential areas.
18-1.2.80 Cul-De-Sac
A dead-end street with a turnaround at the closed end.
