16-12 By Whom Collection Performed
The collection, removal and disposal of all garbage shall be performed only by such person as is authorized by the city council by contract or special permit, and no other person shall engage in or carry on the business of collection or removing of the same in the city. (Ord. No. 256 N.S.)
16-13 Use Of Garbage Receptacles Required
Every person owning or controlling any dwelling, flat, boardinghouse, lodging house, restaurant, hotel, apartment, eating place, store, shop, office or office building, public building or public institution in which there is deposited, kept or accumulated any garbage shall keep the same as follows:
- Garbage and market refuse shall be kept in a water tight metal or other type of container or receptacle approved by the chief of police of not less than three or more than sixteen gallons capacity, and equipped with substantial handles and tight-fitting cover, which cover shall remain on such container or receptacle at all times, except when placing garbage or refuse in or removing the same therefrom; provided, that garbage and market refuse shall at all times be kept in separate containers.
- All receptacles and containers referred to in this section shall be kept cleaned on the exterior thereof and free from accumulations of grease or decomposed material, and for the purpose of collection thereof shall be placed immediately adjacent to the curb in front of the place occupied by the person placing the same; except, that in cases where a through alley abuts the rear of such property the receptacle or container shall be placed as near to the rear property line as is practical, but in no event more than five feet therefrom.
- No accumulation of garbage shall be permitted in any one receptacle or container which, including the weight of such receptacle or container, shall exceed seventy-five pounds, and the person collecting such garbage shall not be required to remove the same if the total weight is in excess of seventy-five pounds; provided, that in such event the collector shall notify the person responsible for the placing of such receptacle or container of the excess weight thereof, and may make such arrangements with such person as may be agreed upon for the removal of such garbage accumulation. 16-14 Time Of Collection
Except as otherwise provided in this chapter, the time and manner or collecting garbage and removing and disposing of the same shall be as determined by resolution of the city council; provided, that due notice of the time and manner of such collections shall be given by at least two publications in the local newspaper and by such other methods as the city council may determine will adequately acquaint the residents of the city of the collection schedule. 16-15 Placement Of Containers For Collection
Garbage and market refuse containers shall be placed in the street or alley where collection is made not earlier than 6:00 P.M. of the day preceding the day of collection and such containers shall be removed by 6:00 P.M. of the day of collection. (Ord. 256 N.S.)
