16-9 Accumulations Of Garbage Prohibited; Exceptions

It shall be unlawful for any person to deposit, keep, accumulate or permit to be deposited, kept, accumulated or permit to be deposited, kept or accumulated any garbage upon any lot or parcel of land or upon any public or private place, street, lane, alley or drive, except as provided in this article.

No person owning or occupying any building, lot or premises in the city shall suffer, allow or permit to his knowledge to accumulate and remain upon such lot or premises any garbage in violation of the provisions of this article or for a longer period of time than is permitted under any rule or regulation adopted by the city council, of which such person has had personal notice. 16-10 Dumping, Burying, Etc., Of Garbage Prohibited

No person shall dump, place or bury in any lot, parcel or property, street, alley or public place any garbage, market refuse, waste matter or any other deleterious or offensive substance. (Ord. 222 N.S.)

16-11 Enforcement Of Article

  1. To properly protect the public health in connection with the collection and disposal of garbage, the chief of police shall establish such rules and regulations not inconsistent with this article as in his judgment may be necessary in the proper enforcement of the provisions of this article.
  2. The chief of police is hereby specifically required to enforce the provisions of this article, and he shall have the right to enter any premises for the purpose of determining whether or not the requirements thereof are being complied with, and no person shall deny or obstruct such entry. It shall be unlawful for any person in any manner to interfere with the collection or disposal of any garbage by any person authorized by the city council to collect and dispose of the same.

No person shall refuse, resist or attempt to resist the entrance of the chief of police into any vehicle, building, room, lot or other place or portion, or room thereof, in the city in the performance of his duty or shall refuse to obey any lawful order made in the performance of his duties within the power conferred upon him by statute or by this article.
