SEC. 2.66. - Created; composition.

The police department of the city is hereby created. The department shall consist of a chief of police and such other subordinate officers, assistants, deputies and employees as the council may deem necessary.

SEC. 2.67. - Members—Rights, privileges, immunities, etc.

In all matters pertaining to the enforcement of the police regulations of the city each police officer of the city shall have and enjoy all the rights, privileges, immunities and protection that are now, or may be hereafter, conferred by law on peace officers of the state.

SEC. 2.68. - Same—Authority and powers.

In all matters pertaining to the enforcement of the police regulations of the city each police officer of the city shall have and exercise all the authority and powers that are now, or may be hereafter, conferred by law on peace officers of the state. They shall also have such further powers as are now, or may hereafter be, prescribed by ordinance, or by order of the council.

SEC. 2.69. - Same—Duties.

Each police officer of the city shall enforce the police regulations of the city, prevent the commission of any breach of the peace, suppress riots and disorderly assemblages, and arrest every person found violating any law or ordinance, or committing any act injurious to the quiet and good order of the city, or to the person or property of any resident thereof.

SEC. 2.69.1. - Acceptance of state aid for training peace officers.

The city council, on behalf of the city, declares that it desires to qualify to receive aid from the state under the provisions of Chapter 1 of Title 4, Part 4 of the California Penal Code. Pursuant to Section 13522 of the California Penal Code, the city while receiving aid from the state pursuant to the state law herein referred to, will adhere to the standards for recruitment and training established by the commission on peace officers standards and training of the state.

SEC. 2.69.2. - Acceptance of state aid for selection and training of public safety…

a. The City of Mountain View declares that it desires to qualify to receive aid from the State of California under the provisions of Sections 13522 and 13525, Chapter 1, of Title 4, Part 4, of the California Penal Code.

b. Pursuant to Section 13510(c) of the California Penal Code, the City of Mountain View will adhere to standards for recruitment and training of public safety communicators established by the California Commission on Peace Officer Standards and Training (POST).

c. Pursuant to Section 13512 of the California Penal Code, the commission and its representatives may make such inquiries as deemed appropriate by the commission to ascertain that the City of Mountain View's public communicator personnel adhere to standards for selection and training established by the Commission on Peace Officer Standards and Training (POST).

d. For the purposes of this section, public safety communicator shall be defined to include nonpeace officer personnel employed full-time or part-time by the city to perform duties which include as a primary responsibility receiving emergency calls for law enforcement services and/or dispatching law enforcement personnel.
