12.1. - Authority.¶
Pursuant to the authority provided in Section 19 of Article IV of the California Constitution and Section 326.5 of the Penal Code of the State, all persons, corporations, partnerships, organizations or other legal entities authorized by Penal Code Section 326.5 to conduct bingo games, shall be enTitled to conduct such bingo games within the City of Mountain View; provided, however, that the conduct and operation of such bingo games shall at all times conform to all applicable provisions of Penal Code Section 326.5, as the said section is presently worded or shall hereafter be amended. The City of Mountain View reserves the right, at any future time, to, by ordinance, impose more stringent restrictions and regulations governing the conduct and operation of such bingo games and no person, corporation, partnership, organization or legal entity legally conducting such bingo games on the date such restrictions and regulations become effective shall have, or have obtained, a vested right to continue to conduct and operate such bingo games without first complying with such restrictions and regulations.

12.2. - Bingo defined.¶
As used in this Article, "bingo" means a game of chance in which prizes are awarded on the basis of designated numbers or symbols on a card which conform to numbers or symbols selected at random.

12.3. - Expiration of bingo permits.¶
All permits for the conduct and operation of bingo games which were issued to persons, corporations, partnerships, organizations or other legal entities by the chief of police prior to the effective date of this ordinance; which permits were issued pursuant to the provisions of Article I of Chapter 12 of the Mountain View City Code as the same were enacted into law by Ordinance No. 98.76, shall automatically expire on the effective date of this ordinance and all such persons, corporations, partnerships, organizations, or legal entities shall thereafter conduct and operate bingo games in conformance with all applicable provisions of Penal Code Section 326.5.

12.4. - Additional restrictions and limitations on bingo locations.¶
a. In addition to complying with the provisions of California Penal Code Sec. 326.5, any organization permitted herein to conduct or operate a bingo game shall only do so under the following terms and conditions:
(i) Bingo games may only be conducted at locations wherein there is sufficient parking, whether on site or off site, to adequately accommodate the needs of the bingo patrons.
(ii) Bingo games shall not be conducted at any single location more than two (2) days within any consecutive seven-day period.
b. Bingo games conducted on city-owned property are exempt from the restrictions set forth in Sec. 12.4.a. above.
