10.44.010 - Regulation—Authority—Signposting.¶
A. The city transportation engineer or, where appropriate, the city fire chief, is authorized to prohibit, restrict or regulate the parking, stopping or standing of vehicles in any off-street parking facility which:
Is owned or operated by the city; or
Is a privately owned off-street parking facility designated by the city as generally held open for use of the public for purposes of vehicular parking.
B. Notwithstanding the provisions of subsection A of this section, the provisions of this section shall not apply to any off-street parking facility unless the owner or operator has caused to be posted in a conspicuous place at each entrance to that off-street parking facility a notice not less than one inch in height to the effect that the off-street parking facility is subject to public traffic regulations and control.
C. When signs authorized by the provisions of this section are in place, giving notice thereof, no persons shall park or stand any vehicle contrary to the directions or provisions of such signs.

10.44.020 - Parking for disabled persons—Designated—Design specifications.¶
A. The city transportation engineer and any person in lawful possession of an off-street parking facility is authorized to designate parking spaces in an off-street parking facility owned or operated by the city or said person for the exclusive use of any vehicle which displays either a distinguishing license plate or a placard issued pursuant to Section 22511.5 or 22511.9 of the Vehicle Code.
B. Design specifications for the designation of a parking space for the exclusive use of the disabled as defined in subsection A shall be as set forth in the California Vehicle Code Section 22511.8.
C. No person shall stop, stand or park any vehicle in a disabled person's parking space unless the vehicle bears a special license or displays a special placard issued under Vehicle Code Section 22511.9 or 22511.5.

10.44.025 - Removal of unauthorized vehicles from disabled person's designated parking areas.¶
A. If posted in accordance with subsection B of this section, the local authority or private owner owning or operating an off-street parking facility, after notifying the police or sheriff's department, may cause the removal of a vehicle in the parking facility from a space designated pursuant to Section 10.44.020 to the nearest public garage unless a distinguishing license plate or placard issued pursuant to Section 22511.5 or 22511.9 of the Vehicle Code is displayed on the vehicle.
B. The posting required for an off-street parking facility owned or operated either privately or by a local authority shall consist of a sign not less than seventeen by twenty-two inches in size with lettering not less than one inch in height which clearly and conspicuously states the following:
Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically handicapped persons will be towed away at owner's expense. Towed vehicles may be reclaimed at towing company (to be designated from time to time) or by telephoning ________.
This sign shall be posted as specified in Vehicle Code Section 22511.8(d).
C. If the parking facility is privately owned and public parking is prohibited by the posting of a sign meeting the requirements of paragraph (1) of subdivision (a) of Section 22658, the requirements of subsection A of this section may be met by the posting of a sign immediately adjacent to and visible from each stall or space indicating that a vehicle not displaying a distinguishing license plate or placard pursuant to Vehicle Code Section 22511.5 or 22511.9 will be removed at the owner's expense and containing the telephone number of the local traffic law enforcement agency.

10.44.030 - Parking lots—Speed restrictions.¶
The operator of any vehicle shall not exceed a speed of ten miles per hour while driving within any municipal parking lot or privately owned off-street parking lot which meets the requirements of Section 10.44.010.

10.44.040 - Parking lots—Taking shortcuts unlawful.¶
It is unlawful for the operator of any vehicle to drive across a municipal parking lot or privately owned off-street parking lot which meets the requirements of Section 10.44.010 as a means of effecting a shortened route between or along public streets.
