10.20.010 - Designation—Signposting.

The city council shall by resolution designate the speed limit on those streets where speed limits other than those prescribed by state law are necessary for the safe and orderly movement of traffic. These speed limits shall be based on an engineering and traffic study conducted by the city transportation engineer. Upon the adoption of such resolution, the city transportation engineer shall direct the installation of signs giving notice thereof.

10.20.020 - Speed regulation by traffic signals.

The city transportation engineer is authorized to regulate the timing of traffic in an orderly and safe manner at speeds slightly at variance from the speed otherwise applicable within the district or at intersections, and shall erect appropriate signs giving notice thereof.

10.20.030 - Speed limits on certain streets—Established.

It is determined upon the basis of the city transportation engineers' engineering and traffic survey that the following speed limits set by city council resolution authorized by this chapter, will facilitate the orderly movement of vehicular traffic, are reasonable and safe, and are declared the prima facie speed limit and shall be effective when appropriate signs giving notice thereof are erected upon the street.

10.20.090 - Speed limits are prima facie—Effect.

The speed limits established by city council resolution are declared to be prima facie speed limits and anyone driving in excess of these speed limits shall have the burden of establishing by competent evidence that his actual speed at the time was reasonable and prudent having due regard for weather, visibility, the amount of traffic and surface and width of street, and, in no event, at a speed which endangered the safety of persons or property.
