10.16.010 - Installation—Authority—Signposting.¶
A. The city transportation engineer shall direct the placement of official traffic-control devices when required to make effective provisions of this title, and may direct the placement of such additional official traffic-control devices as he may deem necessary to regulate, warn or guide traffic under this title or the Vehicle Code of the state.
B. No provisions of the Vehicle Code of the state or of this title for which signs are required shall be enforced against an alleged violator unless appropriate signs giving notice of the provisions of the traffic laws are in place and sufficiently legible to be seen by an ordinarily observant person.

10.16.020 - Installation—Recommendations and determinations.¶
A. The city transportation engineer shall recommend to the city council the installation of official traffic signals at those intersections and other places where traffic conditions are such as to require that the flow of traffic be alternately interrupted and released in order to prevent or relieve traffic congestion or to protect life or property from exceptional hazard.
B. The city transportation engineer shall ascertain and determine the locations where such signals are required by resort to field observation, traffic counts and other traffic information as may be pertinent, and his determinations therefrom shall be made in accordance with those traffic engineering and safety standards and instructions set forth in the Traffic Manual issued by the California Department of Transportation.

10.16.030 - Hours of operation.¶
The city transportation engineer shall determine the hours and days during which any traffic-control device shall be in operation or effect, except in those cases where such hours or days are specified in this title.

10.16.040 - Marking traffic lanes.¶
The city transportation engineer is hereby authorized to mark traffic lanes upon the roadway of any street or highway where a regular alignment of traffic is necessary.

10.16.050 - Removal or relocation determinations.¶
The city transportation engineer is authorized to direct the removal or relocation of any traffic-control device not specifically required by state law or this title whenever it is determined that the conditions which warranted or required the installation no longer exist.

10.16.060 - Painting of streets or curbs—Authorization required.¶
No person, unless authorized by the city, shall paint any street or curb surface.
