2.36.010 - Creation of town facilities assessment committee.¶
A town facilities committee is created. The committee shall consist of five members appointed by the town council.

2.36.020 - Qualifications.¶
Each member of the committee shall be a qualified elector of the town.

2.36.030 - Term of office.¶
The term of office for each member is two years. The first members appointed shall classify themselves by lot so that two members serve until December 31,1995, and three members serve until December 31, 1996. Members may be appointed to consecutive terms, except that all terms will automatically terminate on December 31, 1999.

2.36.040 - Removal or vacancy.¶
A member of the committee may be removed by a majority vote of the council. A vacancy is filled in the same manner as the original appointment. A person appointed to fill a vacancy serves for the remainder of the unexpired term.

2.36.050 - Time and place of regular meetings.¶
The committee shall provide for the time and place for the holding of regular meetings. All meetings of the committee will be open to the public and the committee shall give notice of its meetings as required by law.

2.36.060 - Absence from meetings.¶
If a member of the committee is absent without cause from three successive regular meetings of the committee, the office becomes vacant automatically. The committee shall immediately notify the council of the vacancy.
A member is not absent without cause if the member's absence is: (1) due to illness; or (2) unavoidable and the member gives the chair of the committee notice before the day of the meeting, of the absence, and gives a reason for the absence.

2.36.070 - Quorum.¶
The committee shall be empowered to perform its duties and make decisions whenever a majority of those member's currently holding office are present at a meeting.

2.36.080 - Compensation.¶
Members of the committee do not receive compensation for attendance at committee meetings.

2.36.090 - Appointment of officers.¶
The committee shall elect a chair and vice chair from among its members. These officers shall serve for a term of one year. No committee member officer shall succeed himself or herself in a leadership position without prior approval of the town council.

2.36.100 - Adoption of rules.¶
The committee shall adopt rules for the transaction of its business and shall keep minutes as a record of its resolutions, transactions and determinations.

2.36.110 - Duties of the committee.¶
The committee shall:
A. Recommend the best course of action necessary to satisfy the current and long term facilities needs of the town staff, the town government, and, most importantly the citizens of Moraga. These recommendations may have minimal or substantial financial implications, and may be anywhere on a spectrum from no change to complete replacement of existing facilities;
B. Review the current and future staffing demands on office, storage and related space based on the professional planner's report. Identify the options available to the town to satisfy those needs;
C. Assess the needs of and benefits to the town for a centralized facility to support staffing and other town demands;
D. Initiate surveys or other information gathering tools, as necessary, to garner appropriate information to make recommendations;
E. Encourage public input into the information gathering process;
F. If appropriate, identify financial implications of modifying or adding to the current town structures to satisfy town needs;
G. Recommend the most appropriate funding source(s) necessary to accomplish the above recommendations, if necessary;
H. Make periodic status reports to the town council as to the progress and direction of the committee;
I. Explore the implications of renting versus owning properties used by the town;
J. Perform such other assignments related to town facilities as the town council may assign.
