2.28.010 - Creation of a cable television advisory committee.¶
A cable television advisory committee for the town is created. The committee shall consist of five members appointed by the town council.

2.28.020 - Qualifications.¶
Each member of the committee shall be a qualified elector of the town.

2.28.030 - Term of office.¶
The term of office for each member is two years. The first members appointed shall classify themselves by lot so that two members serve until December 31, 1995, and three members serve until December 31,1996. Members may be appointed to consecutive terms, except that all terms will automatically terminate on August 31, 2000.

2.28.040 - Removal or vacancy.¶
A member of the committee may be removed by a majority vote of the council. A vacancy is filled in the same manner as the original appointment. A person appointed to fill a vacancy serves for the remainder of the unexpired term.

2.28.050 - Time and place of regular meetings.¶
The committee shall provide for the time and place for the holding of regular meetings. All meetings of the committee will be open to the public and the committee shall give notice of its meetings as required by law.

2.28.060 - Absence from meetings.¶
If a member of the committee is absent without cause from three successive regular meetings of the committee, the office becomes vacant automatically. The committee shall immediately notify the council of the vacancy.
A member is not absent without cause if the member's absence is: (1) due to illness; or (2) unavoidable and the member gives the chair of the committee notice before the day of the meeting, of the absence, and gives a reason for the absence.

2.28.070 - Quorum.¶
The committee shall be empowered to perform its duties and make decisions whenever a majority of those members currently holding office are present at a meeting.

2.28.080 - Compensation.¶
Members of the committee do not receive compensation for attendance at committee meetings.

2.28.090 - Appointment of officers.¶
The committee shall elect a chair and vice chair from among its members. These officers shall serve for a term of one year. No commission member officer shall succeed himself or herself in a leadership position without prior approval of the town council.

2.28.100 - Adoption of rules.¶
The committee shall adopt rules for the transaction of its business and shall keep minutes as a record of its resolutions, transactions and determinations.

2.28.110 - Duties of the committee.¶
The committee shall:
A. Review current franchise documents and prepare revised ordinances and resolutions as necessary for the control of cable television within the town;
B. Review laws and ordinances of the town concerning cable television and evaluate the effectiveness of such laws and ordinances as related to state and federal law.
C. Review the quality of service rendered within the town by cable television companies;
D. Advise the town council on all matters affecting cable television franchising and service in the town, and coordinate the town's activities with cable activities of surrounding communities;
E. Advise the town council on rates charged by cable companies, and especially on necessary changes therein;
F. Initiate periodic surveys of the quality of cable services, including quality of reception, repair problems, responsiveness to requests for service, outages, etc.
G. Review compliance with all local, state and federal law, and commitments by cable companies involving system upgrade programs, new service offerings, and extension facilities;
H. Conduct periodic meetings with cable company representatives to enable them to communicate their objectives and problems to the community; and to minimize, insofar as possible, any adversarial relationships which might otherwise arise through lack of formal communication;
I. Promote public service programming on the local cable system;
J. Solicit public input concerning cable television;
K. Perform such other assignments related to cable services as the town council may assign.
