8.40.010 - Privately owned roadways open for public use.¶
Privately owned and/or maintained roads and other public areas shall be designated by resolution and adopted by the City Council and are found and declared to be generally held open to the public for purposes of vehicle traffic to serve residential neighborhoods and/or commercial establishments and are so connected to public highways that the provisions of the Vehicle Code of the State of California and Title 8 of this Code shall be applied in their entirety to them.

8.40.020 - Regulation upon certain private roads and areas.¶
Pursuant to the Vehicle Code of the State of California, all of the provisions of the Vehicle Code of the State of California and Title 8 of this Code apply to all of the privately owned and maintained roads in public areas described in Section 8.40.010 of this Code.
