8.04.010 - Authority of Police and Fire Department officers.

A. Enforce Laws. It shall be the duty of the officers of the Police Department, or such other members of the Police Department assigned by the Chief of Police, to enforce street traffic laws in the City and the State vehicle laws applicable to street traffic in the City.

B. Direct Traffic. Officers of the Police Department, or other members of the Police Department assigned by the Chief of Police, are authorized to direct traffic by voice, hand, or other signal in conformance with traffic laws; provided, however, in the event of a fire or other emergency, or to expedite traffic or to safeguard pedestrians, officers or other members of the Police Department may direct traffic as conditions may require notwithstanding the provisions of the traffic laws.

C. Direct Traffic in Emergencies. Officers of the Fire Department or other members of the Fire Department assigned by the Fire Chief, who at the scene of a fire or who in the course of their duties are protecting the personnel or equipment of the Fire Department, may direct or assist police officers or other members of the Police Department in directing traffic.

8.04.020 - Exemptions to certain vehicles.

A. The provisions of this chapter regulating the operation, parking and standing of vehicles shall not apply to any vehicles of the Police or Fire Department, any public ambulance, any public utility vehicle, or any private ambulance, which public utility vehicle or private ambulance has qualified as an authorized emergency vehicle, when any vehicle mentioned in this section is operated in the manner specified by the Vehicle Code in response to an emergency call.

B. The provisions of subsection A of this section shall not, however, protect the driver of any such vehicle from the consequences of his or her willful disregard of the safety of others.

C. The provisions of this chapter regulating the parking or standing of vehicles shall not apply to any vehicle of a City department or public utility while necessarily in use for construction or repair work or to any vehicle owned by the United States while in use for the collection, transportation or delivery of United States mail.

D. The provisions of this chapter or Vehicle Code sections regulating the stopping, parking or standing of motor vehicles in front of public or private driveways shall not apply to a school bus, a bus engaged as a common carrier, or a taxicab while engaged in the loading or unloading of passengers (Authority: 22500(e) CVC).

E. The provisions of this chapter or Vehicle Code sections regulating curb spaces designated for the loading or unloading of passengers of a transit system shall not apply to school buses while engaged in the loading or unloading of passengers when there is such an agreement between the transit system and the public school district (Authority: 22500.5 CVC).
