8.12.010 - Scope of provisions.¶
The provisions of this chapter shall apply to all persons residing in the City and to such other persons who may commonly or habitually operate bicycles upon the public streets of the City.

8.12.020 - License required.¶
It is unlawful for any person to operate or use a bicycle upon any of the streets of the City without first registering such bicycle and obtaining from the Administrative Services Department a license therefor.

8.12.030 - License—Issuance, term and fees.¶
A. Issuance. The Administrative Services Department shall register bicycles and issue licenses for bicycles upon written applications and payment of fees therefor.
B. Terms. Such licenses shall be effective for a period of five years.
C. Fees. The fees for registration shall be as established by City Council resolution. No further fee shall be charged unless the bicycle is sold or given to a person within the City. If sold or given to a person within the City, the bicycle shall be reregistered as set forth in Section 8.12.050 of this chapter.

8.12.040 - License plates—Registration cards.¶
A. Administrative Services Department to Control and Supervise. The control and supervision of the registration and licensing of bicycles in the City is placed with the Administrative Services Department, which is given authorization and direction to secure appropriate license plates, together with registration cards, application blanks, and any and all other items which may be required for the enforcement of the provisions of this section.
B. License Plates and Registration. A license plate shall be attached to each bicycle, and it shall be the duty of the person in the Administrative Services Department so designated to attach one such license plate to each bicycle licensed and to issue a corresponding registration card to each license upon the payment of the original license fee. Such license pilate shall remain attached during the continuance of such licensing.
C. Records. A record of the date of the issuance of each license, to whom it was issued, the number thereof, and the serial number of the bicycle frame shall be maintained in the Administrative Services Department.
D. Serial Numbers. If no serial number can be found upon any registered bicycle, or if the serial number is illegible or insufficient for identification purposes, a permanent distinguishing number shall be stamped on the bottom side of the sprocket frame of such bicycle by a person in the Administrative Services Department so designated.

8.12.050 - Transfer of ownership—Fee.¶
All license fees shall be paid in advance. Licenses for which such fees have been paid may be transferred when the ownership of a bicycle is transferred. A fee, as established by Council resolution, shall be paid for the registration of any transfer. Upon the transfer of any bicycle licensed in the City, the parties thereto are required to register the facts of such transfer with the Administrative Services Department within 10 days, and thereupon the original registration card shall be cancelled and a new registration card shall be issued to the new owner.
