9.40.010 - Posting bills on poles.

It is unlawful for any person to post, stick, stamp, print or otherwise affix, or cause to be posted, stuck, stamped, printed or otherwise affixed any bills, posters, advertisements or notices upon any telegraph pole, telephone pole, fire alarm pole, electric light pole, awning, shelter pole, lamp pole or upon the curbing of any public street or alley in the city, or to mar, deface, change the appearance of, injure or write upon any such pole or street curbing.

9.40.020 - Advertising on streets, curbs and pavements.

It is unlawful for any person to stick, stamp, paint or otherwise affix, or cause to be stuck, stamped, painted or otherwise affixed, any bills, posters, notices, advertisements or signs, upon any sidewalks, curbs, streets or pavements in the city or upon any publicly owned property located in any public right-of-way.

9.40.030 - Throwing, leaving without consent—Newspapers exempt.

A. It is unlawful for any person, firm, or corporation or any agent or employee of any person, firm, or corporation to throw into, leave upon or scatter onto any street, alleyway or other public place, or onto any residential property in the city without the consent of the owner thereof, or his agent, or the occupant of private residential property any handbill, pamphlet, circular, dodger or any advertising sheet or matter devised or intended to promote any commercial or moneymaking activity.

B. A newspaper is exempted from the prohibition of this section. A newspaper is defined as a publication which is printed and distributed periodically at daily, weekly or other short intervals, containing news of a general or local character and interest, and containing no more than seventy-five percent advertising. The publisher shall not distribute newspapers to those persons requesting in writing that he not do so.

9.40.040 - Printed matter—Distribution on vehicle without permission unlawful.

It is unlawful for any person, firm or corporation to throw, distribute or place on any automobile or other vehicle in the city, without first having obtained permission of the owner or person in possession thereof, any handbills, dodger, circular, newspaper, paper, booklet, poster, printed matter, advertising literature, advertising samples and devices.
