§ 2.32.010. Creation of cemetery commission.¶
A. There is hereby created a Cemetery Commission consisting of five (5) members who shall be appointed by the City Council. Residence within the corporate limits of the City shall be a requisite for membership on the Cemetery Commission. The City Council will appoint two members to terms expiring June 30, 1982 and three members whose terms expire June 30, 1983. All subsequent appointments shall be for four years or until a successor's appointment is confirmed.
B. Members of the Commission shall serve without compensation.
§ 2.32.020. Organization of the commission.¶
Annually, the members of the Commission shall meet in regular session and elect from their members a chairperson and a vice-chairperson. These officers shall perform the normal and customary duties associated with these officers. Officers shall hold office for one year, or until their successors are elected.
The Commission shall adopt rules and regulations to govern procedure and shall by vote set a time for regular meetings which will normally be held once each month and shall determine the manner in which special meetings may be held and the notice given. A majority of the regular members shall constitute a quorum.
Minutes of the Commission meetings shall be filed with the City Clerk and copies shall be forwarded to the City Council and the City Manager.
§ 2.32.030. Duties and responsibilities.¶
The duties of the Cemetery Commission shall be to do the following:
A. Act in an advisory capacity to the City Council, City Manager and Public Services Director, in all matters pertinent to cemetery care and maintenance.
B. Make recommendations to the Public Services Director concerning preparation of the annual budget and capital improvement program.
C. Make recommendations for a long-range plan, including a list of priorities for restoration of Alhambra Cemetery.
D. Make recommendations for annual care and maintenance of Alhambra Cemetery.
E. To continue the "Adopt a Pioneer Gravesite" program, being responsible for issuing certificates and obtaining historical information on the pioneer whenever possible.
F. To plan and conduct an annual Pioneer Day, an annual cleanup day prior to Memorial Day, and if necessary an annual cleanup day in the fall of the year.
G. To assist the City staff in preparing and maintaining a master map of the Cemetery plots.
H. To encourage and solicit volunteer contributions of work and/or expertise in restoration of the Cemetery.
I. To encourage volunteers to work on a project of writing a general history of the Alhambra Cemetery to be printed in simple form with copies to be made available to the public at "cost of printing".
J. To assist the City staff in applying for federal and state funds to be used in restoration and maintenance of Alhambra Cemetery.
K. To review the annual report of the Tavan Trust Fund for Alhambra Cemetery.
