§ 18.60.010. Unlawful occupancy.

It is unlawful for any person in a mobile home park to use or cause or permit to be used for occupancy:

A. Any mobile home from which any tire or wheel has been removed therefrom, except for the purpose of making temporary repairs or placing it in dead storage;

B. Any mobile home to which are attached any rigid water, gas or sewer pipes; provided, however, that metal tubing not to exceed ½-inch inside diameter may be used for water and that approved flexible metal tubing not less than ¾-inch inside diameter nor more than 15 feet in length may be used for a gas connector from the branch service riser to the service connector;

C. Any mobile home which is permanently attached with under-pinning or foundation to the ground;

D. Any mobile home which does not conform to the requirements of the California State Vehicle Code governing the use of mobile homes on public highways;

E. Any mobile home which does not carry a current yearly license issued by any state or foreign vehicle department;

F. Any mobile home in an unsanitary condition;

G. Any mobile home which is structurally unsound and does not protect its occupants against the elements.

§ 18.60.020. Unlawful use.

It is unlawful for any person to use, occupy or maintain any mobile home upon any area or tract of land without the written permission of the owner or person legally in charge of the land.

§ 18.60.030. Unlawful rent.

It is unlawful for any person to rent or hold out for rent any mobile home in a mobile home park which is owned by or in the possession or control of the owner or operator of the mobile home park or his agent. The rental paid for any such mobile home shall also be deemed to be rental for the space it occupies.

§ 18.60.040. Register of occupants.

A. It shall be the duty of each licensee and permittee to keep a register containing a record of all mobile home owners and occupants located within the mobile home park. The register shall contain the following information:

  1. The name and address of each mobile home occupant;

  2. The name and address of the owner of each mobile home and the motor vehicle by which it is towed;

  3. The make, model, year and license number of each mobile home and motor vehicle;

  4. The state, territory or county issuing such licenses;

  5. The date of arrival and of departure of each mobile home;

  6. Whether or not each mobile home is a dependent or independent mobile home.

B. The owners and managers of the mobile home park shall keep the register available for inspection at all times by law enforcement officers, public health officials and other officials whose duties necessitate acquisition of the information contained in the register. The register record for each occupant registered shall not be destroyed for a period of 3 years following the date of departure of the registrant from the mobile home park.
