§ 18.16.010. Application for use permit—Required—Fee.¶
To establish a mobile home park, an application for a use permit must be made to the City Planning Commission. The application shall be accompanied by a fee set by resolution of the City Planning Commission sufficient to cover the cost of handling the application as prescribed in chapter 22.40 of this Code. The application fee shall be in lieu of any use permit fee required generally by other provisions of the ordinances of the City.

§ 18.16.020. Application for use permit—Plot plan required—Required information.¶
A plot plan as set forth below shall be submitted with the application. The plot plan must have received prior approval of the City Health Officer. The plot plan shall be reviewed by the City Planning Commission in accordance with the use permit procedure set forth in Chapter 22.40 of this Code. Application for any mobile home park within the City shall contain the following information:
A. Name of applicant and all persons to be directly connected if the permit is granted;
B. The residence and business address of the applicant. This is to include all members of a firm, or all officers of a corporation applying for a permit;
C. The applicant to state on the application whether he is owner or lessee of the property and state present use of the land;
D. Application shall give legal description of the property proposed for the mobile home park. If deed restrictions exist on property, so state;
E. State the source of water supply. If private well, state alternate source of supply;
F. Applicant shall show adjacent land uses;
G. The applicant shall give such additional information as may be required by the various departments of the City.

§ 18.16.030. Application for use permit—Plot plan copies and scale—Other drawings.¶
Six copies of the plot plan, at a scale no greater than one inch equals 100 feet, and giving scaled dimensions and showing exterior boundaries of the property for the proposed mobile home park, and such other drawings that may be necessary to show the following, shall be submitted at time of application for a use permit:
A. All mobile home sites with dimensions of such spaces;
B. All public streets in the vicinity of such proposed mobile home parks;
C. The location, width and type construction of all mobile home park roadways;
D. Unpaved areas which are to be landscaped;
E. Locations of all mobile home park buildings;
F. Type building construction, elevations and/or perspective drawings;
G. Fire hydrants, locations and size of outlet connections;
H. Laundry and drying yard area and facilities;
I. Fences and other improvements which the City may require;
J. Proposed method for site drainage.

§ 18.16.040. Operating without valid license or permit unlawful.¶
It is unlawful for any person to establish or maintain, upon any property owned or controlled by him, a mobile home park in the City unless a valid permit or license is issued in accordance with the provisions of this title. Permits so issued may be revoked for violation of the provisions of this title, after notice and hearing.

§ 18.16.050. Inspection of grounds—Permit issuance by Building Inspector.¶
Within ten days after the application, descriptions, plans and specifications, and required fee, if any, are filed and paid, an inspector of the City Building Department shall inspect the grounds upon which the applicant proposed to do the work for which he seeks a permit. The City Building Inspector shall issue a written permit to the Planning Commission and the applicant, provided that the description and plans and specifications filed indicate that the work proposed will meet the requirements of this title and are in accordance with the permit issued by the Planning Commission.

§ 18.16.060. Posting.¶
Permits for construction, installation and operation shall be posted in a conspicuous place.

§ 18.16.070. Expiration.¶
All permits as required in this title for installation, construction or reconstruction of a mobile home park shall expire 12 months from the date of the issuance thereof in those cases where the construction, installation or reconstruction has not been completed within the period; provided, however, that the City Building Inspector may extend the expiration date of the permit for a reasonable time.
