§ 18.04.010. Generally.¶
As used in this title, unless the context otherwise requires, words and phrases shall be as defined in this chapter.

§ 18.04.020. Approved.¶
"Approved,"
when used in conjunction with any material, appliance or type of construction, means meeting the approval of the City Building Department:
A.
As the result of investigations or tests conducted by a nationally recognized testing agency; or
B.
By reason of accepted principles and standards established by national authorities, technical, health, or scientific organizations or agencies; or
C.
By reason of a specific City ordinance.

§ 18.04.030. Awning.¶
"Awning"
means any shade structure of approved material installed, erected or used adjoining or adjacent to a mobile home with at least one end open at all times. Awning does not include a window awning.

§ 18.04.040. Building.¶
"Building"
as used in this title, means public toilets, public baths and laundry rooms or other structures, and a compartment containing a toilet or bath, or both, constructed for the exclusive use of an occupant of a mobile home site, or his invited guest.

§ 18.04.050. Building department.¶
"Building department"
means any authorized Building Official of the City of Martinez, or his subordinate.

§ 18.04.060. Carport.¶
"Carport"
means an awning or shade structure for an automobile on a mobile home site.

§ 18.04.070. City engineer.¶
"City engineer"
means the engineer designated by the City Council.

§ 18.04.080. Commission.¶
"Commission"
means the City Planning Commission.

§ 18.04.090. Dependent mobile home.¶
"Dependent mobile home"
means a mobile home not equipped with a toilet for sewage disposal.

§ 18.04.100. Electrical service.¶
"Electrical service"
as used in this title means installations made in strict accordance with the City of Martinez Electrical Code.

§ 18.04.110. Gas distribution system.¶
"Gas distribution system"
means all of the gas supply piping within a mobile home park extending from the main public supply, or other source of supply to, but not including, the mobile home service system, and shall include branch service lines, devices and appurtenances thereto.

§ 18.04.120. Health department.¶
"Health department"
is the Health Officer of the City of Martinez and his appointed subordinates.

§ 18.04.130. Independent mobile home.¶
"Independent mobile home"
means a mobile home equipped with one water closet, a lavatory, a shower or bathtub, and a kitchen sink.

§ 18.04.140. Liquid petroleum gases.¶
"Liquid petroleum gases"
means cylinder systems for cooking, heating and refrigerating installations on highway mobile vehicles, and shall be in accordance with standards of the National Board of Fire Underwriters as outlined in their pamphlet "Storage and Handling of Liquefied Petroleum Gases", NBFU No. 58.

§ 18.04.150. Manufactured home.¶
"Manufactured home"
means a structure, transportable in one or more sections, which is built on a permanent chassis and is designed for use with or without a permanent foundation when connected to the required utilities. For floodplain management purposes the term "manufactured home" also includes park trailers, travel trailers, and other similar vehicles placed on a site for greater than 180 consecutive days. For insurance purposes the term "manufactured home" does not include park trailers, travel trailers, and other similar vehicles.

§ 18.04.160. Mobile home drain connection—Hose connection.¶
"Mobile home drain connection" or "hose connection"
means that removable extension, of which shall be flexible, connecting the mobile home drainage system from the mobile home outlet to the trap inlet on the mobile home site.

§ 18.04.170. Mobile home drainage system.¶
"Mobile home drainage system"
means that portion of drainage piping within or permanently attached to the mobile home including the venting system, the mobile home drain connection, and receiving the discharge from any fixture or water closet.

§ 18.04.180. Mobile home park.¶
"Mobile home park"
as used in this title means any area or tract of land where space is rented or held out for rent to two or more owners or users of mobile homes.

§ 18.04.190. Mobile home service system.¶
"Mobile home service system"
means that portion of the water or gas piping within or permanently attached to the mobile home and shall include the service connection.

§ 18.04.200. Mobile home site.¶
"Mobile home site"
means that portion of a mobile home park designated and designed for the occupancy of a mobile home, and includes any area that is set aside or used for automobile parking, carport, storage or awning.

§ 18.04.210. Occupied area.¶
"Occupied area"
means the total area of a mobile home site that is occupied by any mobile home, carport, awning or storage cabinet.

§ 18.04.220. Park drainage system.¶
"Park drainage system"
means the entire system of drainage piping used to convey sewage or other wastes from the mobile home drain connection at its connection to the mobile home site trap to a public sewer or private sewage disposal system.

§ 18.04.230. Park water main.¶
"Park water main"
means that portion of the water distributing system which extends from the street main water meter, or other source of supply to the branch service lines.

§ 18.04.240. Person.¶
"Person"
means any individual, corporation, copartnership or association.

§ 18.04.250. Planning department.¶
"Planning department"
means the City of Martinez Planning Department and includes the City Planning Director of the City of Martinez, or his authorized representative.

§ 18.04.260. Plumbing.¶
"Plumbing"
as used in this title includes the installation of required fixtures for sanitation, health, convenience and safety. The required service line extensions and the connections to sanitary sewers, water mains or gas mains, to insure the safe and convenient usableness of the fixtures, all such installations and connections thereto, shall be made in strict accordance with the permit and inspections by the Martinez Building Inspection Department.

§ 18.04.270. Public street.¶
"Public street"
means any thoroughfare of the City of Martinez.

§ 18.04.280. Service connection.¶
"Service connection"
means that portion of the water distributing system which extends from the termination of the park branch service line to the inlet fitting at the mobile home.

§ 18.04.290. Service road.¶
"Service road"
means any passageway inside a mobile home park intended for the use of automobiles and/or transporting mobile homes.

§ 18.04.300. Sewer lateral.¶
"Sewer lateral"
means that portion of the park drainage system extending to a mobile home site and includes the "P" trap.

§ 18.04.310. Structure.¶
"Structure"
means that which is built, or constructed, an edifice or building of any kind or any piece of work artificially built up or composed, or parts joined together in some definite manner. "Structure" does not include a manufactured home without a permanent foundation, placed on a site for less than 180 days.

§ 18.04.320. Toilet.¶
"Toilet"
includes water closet.

§ 18.04.330. Unfit for human habitation or occupancy.¶
"Unfit for human habitation or occupancy"
as applied to mobile homes, or other structures, means any mobile home or structure which is dangerous to human life or detrimental to health through either lack of maintenance or repair generally, or because of unsafe or improper construction or installation, and includes, but is not limited to, mobile homes or structures in which any of the following exist: Exterior walls, supporting structures, doors, windows, floors, roofs, appliances or equipment are so deteriorated, broken or damaged as to be hazardous to the occupants, or the walls, roof, floor, doors or windows are in such condition as not to adequately protect the occupants from the elements.

§ 18.04.340. Utilities.¶
"Utilities"
as used in this title means adequate facilities necessary to the health, welfare and convenience of persons occupying a mobile home park, and shall include water distributing system, sanitary sewer system, gas distributing system, electrical distributing system, communications distributing system, television and radio antennas, and park drainage system.

§ 18.04.350. Water distributing system.¶
"Water distributing system"
means all of the water supply piping within a mobile home park extending from the main public supply, or other source of supply to, but not including the mobile home service system, and shall include branch service lines, fixtures, devices and appurtenances thereto.

§ 18.04.360. Windbreak.¶
"Windbreak"
means any protective fence, wall, structure or shelter from the wind which exceeds 42 inches in height.

§ 18.04.370. Window awning.¶
"Window awning"
means any awning which does not project more than 30 inches from the body of the mobile home and which does not extend more than 6 inches on either side of the window it is designed to serve.
