2.97.010 - Office of information technology.¶
There is hereby established the office of information technology.

2.97.020 - Office of information technology; department director.¶
The chief information officer shall serve as the department director and appointing authority of the office of information technology. The chief information officer shall be appointed by, and serve at the pleasure of, the board of supervisors, and take administrative direction from the county administrative officer. The chief information officer shall direct and be responsible for the proper administration of the office of information technology, subject to the direction of the board of supervisors and in compliance with state law and local rules.

2.97.030 - Office of information technology; duties and responsibilities.¶
The office of information technology, through the chief information officer or his/her designee, shall discharge the following duties and responsibilities:
A. Act as agent of, and be responsible to, the board of supervisors in all matters pertaining to the efficient administration of county information technology.
B. Formulate, recommend, implement, and administer ongoing county-wide information technology strategic plans and policies to align with the overall county business strategy.
C. Enforce all ordinances, resolutions, orders, directives, regulations and policies and procedures of the board of supervisors relating to county information technology; and make recommendations to the board of supervisors regarding adoption of, or modifications to, such ordinances, resolutions, orders, directives, regulations and policies and procedures as necessary to respond to changes in technology or to further the orderly, efficient and economic conduct of the county's information technology structure.
D. Efficiently administer all information technology functions, including voice and data communication systems, of county departments and other county agencies, as warranted.
E. Develop, implement, support, protect, and maintain all county information technology assets and infrastructure, and coordinate and administer the county's network systems, web site, e-mail accounts, Intranets, and all other information technology-related infrastructure.
F. Ensure standardization and compatibility of information technology hardware and software utilized by the various county departments through provision of consultation and advice to county departments and other county agencies as appropriate, and presentation of a recommendation to the board of supervisors regarding any proposed purchase to upgrade existing, and acquisition of new, information technology products and services.
G. Negotiate, acquire, and facilitate the installation of all information technology products and services, and administer and monitor all contracts with information technology consultants, vendors and installers. All office of information technology contracts and purchases should be submitted to the office of information technology by the requesting county department prior to purchase or presentation to the board.
H. Conduct continuous research into the information technology market and make recommendations, as appropriate, to the board of supervisors regarding acquisition or upgrade of information technology hardware/software/services.
I. Perform such other services, duties and responsibilities in regard to county information technology as the board of supervisors or county administrator may assign.

2.97.040 - Assistance by other county officers and employees.¶
To assist in carrying out the responsibilities and duties herein vested in the office of information technology, the chief information officer may call upon any county officer or employee to perform any act within the scope of their job classification related to information technologies that such officer or employee is legally authorized to perform, including the furnishing of any statistical data or other reports as required.

2.97.050 - Department director.¶
All provisions of the County Code shall be interpreted to incorporate the title of the Chief Information Officer as the Department Director of the Office of Information Technology, as set forth in this Chapter.
