2.27.010 - Department of human resources created.

The department of human resources is hereby created. The department of human resources is primarily responsible for planning, directing, managing, and overseeing the county's comprehensive personnel program, which includes the functions of classification and pay, payroll support services, employer-employee relations, recruitment and selection, employee discipline/performance management, employee benefit services, equal employment opportunity, training/staff development, and overseeing general county operational services, which include duties related to policy development/implementation, reviewing, analyzing and formulating recommendations on personnel and operational issues, and performing analytical studies and preparing administrative executive briefing reports as needed or assigned by law or as requested by the board of supervisors.

2.27.020 - Office of director of human resources created.

The office of human resources director is created. The director is a department head position, and shall be appointed by and serve at the pleasure of the board of supervisors. The director shall direct and oversee the operations of the department of human resources subject to the direction of the board of supervisors and in compliance with state and federal law and local rules, and shall receive general direction from the county administrative officer. The director shall be and shall serve as the director of personnel of the county, unless any such officer is otherwise appointed by the board of supervisors.

2.27.030 - Duties of department and director.

The department and director shall have the following responsibilities, functions, and duties, which shall include but shall not be limited to the following:

A. Operation of Department. The director shall appoint and supervise departmental personnel pursuant to county rules and ordinances; establish and maintain accounts for operation of the department, including cost controls and cost records as approved by the auditor-controller, and recommend the annual budget for the department, and exercise continuous budgetary control.

B. Development and Implementation. The director and department shall direct the county's centralized human resource program and develop, implement, and supervise the major program areas of employee classification and pay administration.

C. Employer/Employee Relations. The director and department shall direct the county's employer/employee relations and the county's labor relations, which shall include consulting with employee organizations, satisfying meet and confer obligations, and the administration of grievances and appeals.

D. Recruitment and Selection. The director and department shall conduct the recruitment and selection of personnel under equal employment opportunity and merit principles.

E. Confer and Advise. The director and department shall confer and advise departmental management and employees regarding administrative and personnel matters, the civil service system, labor relations, and human resources programs.

F. Advise County Administrative Officer. The director and department shall advise the county administrative officer as necessary on all personnel matters.

G. Personnel Policies, Rules, and Regulations. The director and department shall develop, maintain, interpret, and enforce personnel policies, rules, and labor agreements.

H. Boards and Committees. The director and department shall serve and advise various boards and committees. Additionally, the director and department shall make recommendations relating to human resources programs, personnel policies, labor relations, employee benefits, recruitment, and establishment of classification and salaries/wages.

I. Secretary. The director shall act as secretary to the civil service commission.

J. Information System/Maintain Personnel Records. The director and department shall maintain a comprehensive management information system relating to personnel programs and shall maintain personnel records in the manner prescribed by law, county rules, labor agreements, resolutions, and/or ordinances.

K. Benefits Program. The director and department shall administer the county's employee benefits program.

L. Other Duties. The director and department shall perform all duties as required by the board of supervisors, county policies, the county code, and resolutions as are necessary to carry out the functions of the department of human resources.
