5.84.010 - Repair or replacement of hand tools authorized when.¶
Pursuant to Section 53240 of the Government Code and subject to the procedures and limitations in this chapter, the county will replace or repair hand tools which are the property of county employees who are required to provide such hand tools for the performance of their assigned job duties.

5.84.020 - County employee defined.¶
As used in this chapter, "county employee" means and is confined to employees employed in certain craft classifications as designated in the Memorandum of Understanding for the Building Trades and Skilled Craftsmen Employee Representation Unit (Unit 411), as approved by the board of supervisors.

5.84.030 - Claim—Form, procedures and reimbursement conditions.¶
A.
A county employee requesting replacement or repair of hand tools will submit his claim to his department head in accordance with procedures adopted by the department head. The department head shall be responsible for the review and acceptance or denial of the claim. If the claim is denied, the department head shall so notify the employee. If the claim is
accepted, the department head, at his discretion, will either replace or repair the hand tools. Any hand tools replaced, except those lost through theft, will be replaced with comparable-valued hand tools, subject to the condition that the employee deliver to the department head, and transfer title to the county, the broken, damaged or modified hand tools.
B.
Hand tools lost through verified theft from county premises will be replaced with comparable-valued hand tools, subject to the condition that the county's share of the cost of replacement shall be limited to the actual replacement cost less $15.00 for employees in Unit 411, as defined in Section 5.84.020. The employee's share of replacement shall be $15.00.

5.84.040 - Limitations.¶
The replacement or repair of such hand tools shall be limited to only those tools which an employee has listed as his property on an approved inventory form submitted to his department head and which he is required to provide for the performance of his assigned job duties. In addition, replacement or repair shall be limited to such hand tools broken or damaged in the performance of an employee's assigned job duties, or modified with the approval of the employee's supervisor, without fault of such employee, and not due to the negligence of any person.

5.84.050 - Unlawful acts designated.¶
Every person is guilty of violating this chapter and of violating Ordinance 4099, as those words are used in subsection H of Section 5.12.050 of this code who, in conjunction with any claim under this chapter:
A.
Suggests or states as a fact that which is not true if he does not believe it to be true; or
B.
Asserts as a fact that which is not true if he has no reasonable ground to believe it to be true; or
C.
Suppresses any fact which he knows or believes to be material in conjunction with any claim made by him.
