Los Angeles County Municipal Code § 403.11 Special requirements for public safety

Special requirements for public safety shall be in accordance with Sections 403.11.1 through 403.11.3.4.

Where, in the opinion of the fire code official, it is essential for public safety in a place of assembly or any other place where people congregate, because of the number of persons, or the nature of the performance, exhibition, display, contest or activity, the owner, agent or lessee shall provide one or more fire watch personnel, as required and approved. Fire watch personnel shall comply with Sections 403.11.1.1, 403.11.1.2, and 401.10.

Where the fire code official determines that an indoor or outdoor gathering of persons has an adverse impact on public safety through diminished access to buildings, structures, fire hydrants and fire apparatus access roads or where such gatherings adversely affect public safety services of any kind, the fire code official shall have the authority to order the development of or prescribe a public safety plan that provides an approved level of public safety and addresses the following items:

Emergency vehicle ingress and egress.

Fire protection.

Emergency egress or escape routes.

The need for emergency medical services and personnel.

Public assembly areas.

The directing of both attendees and vehicles, including the parking of vehicles.

Vendor and food concession distribution.

The need for the presence of law enforcement.

The need for the presence of fire department personnel and/or fire safety officer(s).

The need for a weather monitoring person.

If attendance is greater than 5,000 people, the event shall be in accordance with Reference No. 842 of the County of Los Angeles Department of Health Services Prehospital Care Manual; permit for mass-gathering event shall be required as set forth in Section 105.5.

Where facilities or events involve a gathering of more than 1,000 people, crowd managers shall be provided in accordance with Sections 403.11.3.1 through 403.11.3.3.

When, in the opinion of the fire code official, it is necessary for the preservation of life or property, due to the hazardous nature of an event, production, operation, or function, the fire code official shall require the owner or lessee to employ or cause the employment of one or more approved fire safety officers to be on duty at such place during the hazardous activity.
