Sec. 2-9.01. - Created.¶
A planning commission for the City of Lomita is hereby created.
Sec. 2-9.02. - Terms of office of members; filling vacancies; qualifications.¶
Members of the planning commission shall be appointed by the city council. The planning commission shall consist of seven (7) members. Commission members shall serve staggered terms of four (4) years expiring June 1 of the year the term is set to expire. If vacancies shall occur otherwise than by expiration of the term, they shall be filled by appointment for the unexpired portion of the term. Members of the planning commission shall be appointed by the city council. At the expiration of each term of a planning commission member, a vacancy shall be advertised and resumes accepted. The city council shall conduct interviews to appoint the most qualified individual. Service on the planning commission shall not affect a member's eligibility or number of terms or time permitted on any other boards, committees, commissions or other advisory bodies of the city. All members of the planning commission must be residents of the City of Lomita, be registered voters and have some familiarity with planning issues.

Sec. 2-9.03. - Absence from meetings.¶
If a member of the planning commission shall be absent from three (3) regular meetings of said commission during any one (1) calendar year for any reason other than that provided in section 2-9.04 of this chapter, the mayor shall issue a warning to such member that the member's seat shall be deemed vacant upon the occurrence of one (1) more absence. If a member of the planning commission shall be absent from four (4) regular meetings of said board during any one (1) calendar year for any reason other than that provided in section 2-9.04. of this chapter then, regardless of whether the mayor issued a warning, the seat of such member shall be deemed vacant, unless the city council shall make a determination to the contrary. If the seat is deemed vacant, the term of such member is ipso facto terminated and the planning commission shall immediately inform the city council of such termination.

Sec. 2-9.04. - Excused absence.¶
An absence shall not be deemed an absence for purposes of section 2-9.04. if the absence occurs as a direct result of city business attended to in the member's official capacity as a member of the planning commission or is deemed excused by the city council as set forth in section 2-9.03.

Sec. 2-9.05. - Regular meetings.¶
A regular meeting as provided for by law or by rule of the planning commission or any regularly advertised public hearing shall be deemed a regular meeting.
Sec. 2-9.06. - Regular meetings; adoption of rules for transaction of business; records.¶
The planning commission shall hold at least one (1) regular meeting in each month. It shall adopt rules for transaction of business and shall keep a record of the resolutions, transactions, findings and determinations, which record shall be a public record.
Sec. 2-9.07. - Duties.¶
Said city planning commission shall perform the duties and shall have all the rights, powers and privileges specified and provided for in this Code or by state law.
Sec. 2-9.08. - Permits and licenses issued in conformance with Code.¶
All departments, officials or public employees vested with the duty or authority to issue permits or licenses, where required by law, shall conform to the provisions of this Code. No such license or permit for uses, buildings or purposes, where the same would be in conflict with the provisions of this Code, shall be issued. Any such license or permit, if issued in conflict with the provisions hereof, shall be null and void.
