Sec. 2-12.01. - Creation.

There is hereby created a public safety and traffic commission of five (5) members. All commission members shall serve without compensation.

Sec. 2-12.02. - Terms of office of members; filling vacancies.

Members of the public safety and traffic commission shall be appointed by the city council. Commission members shall serve staggered terms of four (4) years expiring June 1 of the year the term is set to expire. If vacancies occur other than by expiration of the term, they shall be filled by appointment for the unexpired portion of the term.

At the expiration of each term of a public safety and traffic commission member, a vacancy shall be advertised and resumes accepted. The city council may conduct interviews to appoint the most qualified individual. Service on the public safety and traffic commission shall not affect a member's eligibility or number of terms or time permitted on any other boards, committees, commissions or other advisory bodies of the city.

Sec. 2-12.03. - Qualifications of members.

All members of the commission must be residents of the city, registered voters and have some familiarity with public safety and traffic issues.

Sec. 2-12.04. - Organization; regular and special meetings; quorum.

Immediately after their appointment, the commission members shall meet and organize by electing one (1) of their members as chairman and such other officers as may be necessary, and annually thereafter the commission shall meet in regular session and elect successors to said offices. The commission shall by vote set a time for regular meetings which will be held at least once each month, and shall determine the manner in which special meetings may be held and notice given. A majority of the regular members shall constitute a quorum.

Sec. 2-12.05. - Absence from meetings.

If a member of the public safety and traffic commission shall be absent from three (3) regular meetings of said commission during any one (1) calendar year for any reason other than that provided in section 2-12.06, the mayor shall issue a warning to such member that the member's seat shall be deemed vacant upon the occurrence of one (1) more absence. If a member of the public safety and traffic commission shall be absent from four (4) regular meetings of said board during any one (1) calendar year for any reason other than that provided in section 2-12.06, then regardless of whether the mayor issued a warning, the seat of such member shall be deemed vacant, unless the city council shall make a determination to the contrary. If the seat is deemed vacant, the term of such member is ipso facto terminated and the public safety and traffic commission shall immediately inform the city council of such termination.

Sec. 2-12.06. - Excused absence.

An absence shall not be deemed an absence for purposes of section 2-12.06 if the absence occurs as a direct result of city business attended to in the member's official capacity as a member of the public safety and traffic commission or is deemed excused by the city council as set forth in section 2-12.05.

Sec. 2-12.07. - Records.

The commission shall keep a record of all business, minutes, transactions, findings, determinations, correspondence, and other matters coming before it. Such a record shall be maintained as are public records of other bodies and agencies.

Sec. 2-12.08. - Duties and responsibilities.

The duties and responsibilities of the public safety and traffic commission are as follows:

(a) To advise the city council in matters pertaining to public safety and traffic, except matters associated with project site developments that require planning commission approval;

(b) To recommend programs that provide residents information to protect the public health, safety or welfare;

(c) To encourage a sound program of public safety awareness and preparedness in coordination with the emergency preparedness coordinator;

(d) To advise the city council regarding coordination and participation in appropriate, feasible emergency management training activities;

(e) To consider recommendations and requests from the general public concerning public safety and traffic matters;

(f) To recommend to the city council methods of addressing traffic issues and complaints through the establishment of traffic control policies;

(g) To coordinate investigations or surveys in the general field of traffic administration with the technical traffic advisory committee as may be requested by the council or as may be deemed advisable by the city manager and to fully report its findings and recommendations;

(h) To aid the city council at the city council's request in coordinating public safety and traffic matters with the programs of other government agencies and volunteer organizations;

(i) To advise, with the assistance of the city manager, in the preparation of the annual budget and in capital improvement programs for submission to the city council;

(j) To advise the city council of policies to address problems related to gangs and graffiti in Lomita;

(k) To recommend to the city council methods to promote public safety events such as health fairs, fire prevention activities or presentations, and an annual anti-graffiti and anti-drug walk;

(l) To recommend to the city council methods to promote and facilitate neighborhood watch programs.
