Sec. 2-3.01. - Assessor and tax collector.¶
Pursuant to the authority granted by section 51501 of the Government Code of the State of California, the assessment and tax collection duties performed by the city assessor and tax collector hereby are transferred to the assessor and tax collector of the county of Los Angeles.
(a) Same—Abolishment of offices. The offices of city assessor and tax collector hereby are abolished.
(b) Same—Transfer of duties. Pursuant to the authority granted by section 51507 of the Government Code of the State of California, the duties of the city assessor, other than the assessing of City property and the duties of the tax collector, other than the collection of taxes, hereby are transferred to and shall be performed by the city clerk, or such officer of the county of Los Angeles as may by contract with the city be designated and authorized to perform such duties.
Sec. 2-3.02. - City clerk—Duties.¶
Any applications required to be filed with the city or fees required to be paid to the city, pursuant to the provisions of this Code, shall be filed with or paid to the city clerk or the deputy city clerk unless otherwise by this Code provided.
Sec. 2-3.03. - Same—Bond.¶
The city clerk and/or the deputy city clerk upon the entry to his duties of office shall execute a bond to the city in conformity with bonds of public officers, and in conformity with the provisions of the Government Code of the State of California relating thereto, in a sum as may be set by the city council.
Sec. 2-3.04. - City treasurer bond.¶
The city treasurer upon the entry of office shall execute a bond to the city in conformity with bonds of public officers, and in conformity with the provisions of the Government Code of the State of California relating thereto, in a sum as may be set by the city council.
Sec. 2-3.05. - Removal of papers or documents from the city offices.¶
No person unless authorized by the city clerk, mayor or city attorney, shall remove any papers or documents from the city offices.
Sec. 2-3.06. - Director of finance—Office created.¶
The office of the director of finance of the City of Lomita is hereby created and established.
Sec. 2-3.07. - Same—Eligibility.¶
The director of finance shall be appointed by the city council solely on the basis of his qualifications and ability and shall hold office at and during the pleasure of the city council.
Sec. 2-3.08. - Same—Duties.¶
The director of finance shall be responsible to and under the supervision of the city manager and shall perform the following duties:
(a) Maintain and operate the general accounting system of the city and of the respective departments, officers and agencies thereof.
(b) Keep and maintain, or prescribe and require the keeping and maintaining of inventory records of municipal properties.
(c) Cooperate with the city clerk, the city treasurer and the city manager in establishing and maintaining sufficient and satisfactory procedures and controls over municipal revenues and expenditures in all departments of the city.
(d) To assume and perform all municipal functions and duties relating to the preparation, auditing, presenting and disbursements of claims and demands against the city, including payrolls.
(e) Assist the city manager in the preparation of the annual budget and in the administration thereof.
(f) Prepare and present to the city council, through the city manager, in sufficient detail to show the exact financial condition of the city, an annual statement and report of the financial condition of the city and such other financial reports as may be required by the city council or the city manager.
(g) Supervise such subordinate employees or assistants as may be authorized by the city council.
(h) Perform such additional duties as may be hereafter required by the city council or the city manager.

Sec. 2-3.09. - Same—Consolidation of offices.¶
The office of the director of finance may be consolidated with that of city manager and in such case the director of finance shall not receive a salary.

Sec. 2-3.10. - Same—Bond.¶
The director of finance shall furnish a corporate surety bond to be approved by the city council in such sum as may be approved by the city council and shall be conditioned on the faithful performance of the duties assigned to the director of finance as herein prescribed.
Sec. 2-3.11. - Filing fee required for candidates for elective offices.¶
(a) Amount. A filing fee of twenty-five dollars ($25.00) is hereby established for candidates' nomination papers for elective offices at municipal elections held in the City of Lomita.
(b) Payment. The filing fee shall be paid to the city clerk by each candidate for an elective office at the time the candidate's nomination paper is filed with the city clerk.
(c) Disposition. The city clerk shall pay to the city treasurer all fees received which shall be deposited in the general fund.
