2.52.010 - Contracts with Los Angeles County.¶
The city council shall have the right to contract with the county of Los Angeles or other public agency pursuant to the laws of the state of California and the charter of the county of Los Angeles, for the performance and execution by designated county or other public officials of the rights, powers and duties of officers, officials and employees of the city. Whenever by law or in this code, whether set forth in full or by adoption by reference, any power or authority is granted to an officer, official or employee, the power or authority is conferred upon the appropriate officer, official or employee of the city or the appropriate officer, official or employee of the county of Los Angeles or other public agency with whom a contract has been entered into.

2.52.020 - Posting of agenda for meetings.¶
Notwithstanding the provisions of Senate Bill 1333 (1990 Stats. Ch. 459), at least seventy-two (72) hours before a regular meeting of the city council, redevelopment agency, planning commission, parks, recreation and arts commission, and other official commissions, boards and committees of the city, an agenda containing a brief description of each item of business to be transacted or discussed at the meeting shall be posted in a location that is freely accessible to members of the public. No action shall be taken on any item not appearing on the posted agenda except under the conditions set forth in Government Code Section 54954.2(b).

2.52.030 - Political mass mailings.¶
A. Political Mass Mailing Requirements. No candidate or committee shall send a mass mailing unless the name, street address and city of the candidate or committee are shown on the outside of each piece of mail in the mass mailing and on at least one of the inserts included within each piece of mail of such mass mailing in no less than six-point type. A copy of every mass mailing shall be sent to the city clerk on the same day on which it is mailed to the public generally. Such copies sent to the city clerk shall be public records.
B. Mass Mailing Defined. As used in this chapter, "mass mailing" means two hundred (200) or more substantially similar pieces of mail supporting or opposing candidate(s) or ballot measure(s).
C. Candidate Defined. As used in this chapter, "candidate" means an individual who is listed on the ballot or who has qualified to have write-in votes on his or her behalf counted by election officials, for nomination for election to the office of city councilmembers of the city. "Candidate" also includes any city councilmember who is the subject of a recall election.
D. Committee Defined. As used in this chapter, "committee" means any person or combination of persons who directly or indirectly receives contributions totalling one thousand dollars ($1,000.00) or more in a calendar year, or makes contributions totalling ten thousand dollars ($10,000.00) or more in a calendar year in an effort to support or oppose any candidate or ballot measure.
E. Ballot Measure Defined. As used in this chapter, "ballot measure" means any proposition which is submitted or is intended to be submitted to a popular vote of the citizens of the city at any citywide election by action of the city council, initiative, referendum or recall procedure whether or not the proposition qualifies for the ballot.
F. Violation. Violation of subsection A of this section shall be a misdemeanor, punishable in accordance with the provisions of Section 1.12.020 of this code.

2.52.040 - Code enforcement personnel classification.¶
A "Senior specialist—Code enforcement" is a "code enforcement officer," as defined in Section 829.5 of the California Penal Code, and further as that term is used in the Lancaster Municipal Code, California Penal Code, California Health and Safety Code, California Business and Professions Code, California Labor Code, and any other law, rule or regulation pertaining to code enforcement officers.

2.52.050 - Flags on city property.¶
The only flags to be displayed by the city on city property are the United States Flag, the State of California Flag, the County of Los Angeles Flag, the City of Lancaster Flag.
This restriction by the city of its own speech (by the display of flags) by this section does not modify, abridge, restrict, interfere with, or otherwise limit in any way the exercise of free speech of businesses or individuals protected by the First Amendment to the United States Constitution by flying any flag they so choose on private property, or public property, so long as the flying of such flags is consistent with other laws.
