2.30.010 - Creation and purpose.¶
There is created a criminal justice commission for the city with the purpose of acting in an advisory capacity to the city council, city manager, and the county sheriff's department on any community issue or project having a direct or indirect effect on crime and to assist in implementing projects to address high crime areas within the city.

2.30.020 - Membership.¶
The Criminal Justice Commission shall be composed of seven (7) commissioners and up to three (3) alternates, all of whom shall be residents of the City of Lancaster or residents of the Antelope Valley who work within the city limits of the City of Lancaster. All commissioners and alternates of the Criminal Justice Commission shall be appointed by the mayor, subject to approval of a majority of the city council. An alternate may replace any commissioner who is absent from a meeting or abstains from a matter due to an actual or potential conflict of interest. In the event that a quorum cannot be reached at a meeting of the Criminal Justice Commission, by reason of one (1) or more commissioners' and/or alternates' absence or abstention from voting on or participating in a matter due to an actual or potential conflict of interest, the mayor and members of the city council shall be considered 'Commissioner at-large' and shall have the authority to approve agenda items as if they were an appointed member of the Criminal Justice Commission.

2.30.030 - Term of office.¶
The term of each commissioner and alternate shall be one (1) year commencing on January 1 of each year and ending on the following December 31. Notwithstanding said term, each commissioner and alternate shall serve until a successor has been appointed. Each commissioner and alternate may be reappointed for additional terms. Notwithstanding any provision of this chapter, all commissioners and alternates serve at the pleasure of the mayor and city council.

2.30.040 - Chairman and vice-chairman.¶
The mayor shall appoint one (1) of the commissioners of the criminal justice commission as chairman to preside over the meetings and another commissioner to serve as vice-chairman, to preside in the absence of the chairman.

2.30.050 - Vacancy.¶
Any vacancy occurring on the criminal justice commission shall be filled by an appointment made by the mayor, subject to approval of a majority of the city council. Any person appointed to fill such vacancy shall serve for the remainder of the term of the commissioner or alternate whose office has been vacated.

2.30.060 - Removal.¶
Whenever, in the opinion of the mayor or upon a vote of a majority of the city council, the best interests of the city shall be served thereby, any commissioner or alternate of the criminal justice commission may be removed from office by a majority vote of the city council.

2.30.070 - Absence from meetings.¶
If a commissioner fails to attend three (3) regular meetings of the criminal justice commission during any calendar year without cause, the mayor, subject to approval of a majority of the city council, may deem said commissioner's appointment immediately terminated, and may fill the vacancy in accordance with the provisions of this chapter.

2.30.080 - Meetings.¶
The criminal justice commission shall hold one (1) regular meeting per month, which meeting shall be held at the Lancaster City Hall Council Chamber located at 44933 Fern Avenue, Lancaster, California. The timing and date of such meeting shall be established by majority vote of the criminal justice commission.
