2.16.010 - Preamble.

Pursuant to Section 33100 of the Health and Safety Code of the state of California, there is in the city a public body, corporate and politic, known as the redevelopment agency of the community; and pursuant to Section 33101 of the Health and Safety Code of the state of California, said redevelopment agency is not permitted to transact any business or exercise any powers unless the city council of the city by ordinance declares that there is a need for said agency to function in the community; and the city council of the city has found that there exists within said city blighted areas, which constitute either physical, social or economic liabilities and which may require redevelopment in the interest of health, safety, and general welfare of the people of said city.

2.16.020 - Need for redevelopment agency established.

There is a need for a redevelopment agency to function in this community, and such agency is permitted to transact any business and to exercise any powers conferred thereon by the provisions of the Community Redevelopment Law (Part 1, commencing with Section 33000, of Division 24 of the Health and Safety Code of the state of California).

2.16.030 - City council to serve as redevelopment agency.

Pursuant to Section 33200 of the Health and Safety Code of the state of California, the city council of the city finds that the appointment of the city council as the members of the agency will serve the public interest and promote the public safety and welfare in an effective manner and, therefore, the city council of the city is declared to be the redevelopment agency, and all the rights, powers, duties, privileges and immunities which are vested by the Community Redevelopment Law in such an agency shall be vested in said city council, except as otherwise provided by the Community Redevelopment Law.
