2.12.010 - Assessor and tax collector.

Pursuant to the authority granted by Section 51501 of the Government Code of the state of California, the assessment and tax collection duties performed by the city assessor and tax collector are transferred to the assessor and tax collector of the county of Los Angeles.

2.12.020 - City clerk—Duties.

Any applications required to be filed with the city or fees required to be paid to the city, pursuant to the provisions of this code, shall be filed with or paid to the city clerk or the deputy city clerk unless otherwise by this code provided.

2.12.030 - City clerk—Bond.

The city clerk and/or the deputy city clerk upon the entry to his duties of office shall execute a bond to the city in conformity with bonds of public officers, and in conformity with the provisions of the Government Code of the state of California relating thereto, in a sum as may be set by the city council.

2.12.040 - Finance director—City treasurer.

The director of finance appointed by the city manager shall be designated as the treasurer of the city. The finance director shall perform all of the duties of the Treasurer as set forth in the California Government Code, including, but not limited to, those set forth in Chapter 3 of Part 3 of Division 3 of Title 4 of the California Government Code (commencing with Section 41001) as it may be amended from time to time. The finance director, upon the entry of office shall execute a bond to the city in conformity with bonds of public officers, and in conformity with the provisions of the Government Code of the state of California relating thereto, in a sum as may be set by the city council.

2.12.050 - Removal of papers or documents from the city offices.

No person unless authorized by the city clerk, mayor or city attorney, shall remove any papers or documents from the city offices.

2.12.060 - Bonds for city officers.

A. In accordance with Section 36518 of the Government Code of the state of California, bonds shall be required of city officers and employees in penal sums as follows:

  1. City clerk: one hundred thousand dollars ($100,000.00);

  2. Deputy or assistant city clerk or clerks: one hundred thousand dollars ($100,000.00);

  3. City treasurer: one hundred thousand dollars ($100,000.00);

  4. Deputy city treasurer: one hundred thousand dollars ($100,000.00);

  5. City manager: one hundred thousand dollars ($100,000.00);

  6. Any assistant city manager or deputy city manager: one hundred thousand dollars ($100,000.00).

B. All other officers and employees of this city shall be covered by an honesty position bond issued by a surety company authorized to do business in the state of California, for the faithful performance of the duties of their respective offices or employment, in the aggregate penal sum of three hundred thousand dollars ($300,000.00) for all such employees. If any person fills two or more of the above-described offices, then only one bond shall be required for such person in an amount equal to the greatest sum required for any of such offices held.

C. Premiums. The premiums for such bonds shall be paid from the city's general fund.

2.12.065 - Insurance policy as alternative to official bond.

A. As an alternative to any bond required by this chapter, a government crime insurance policy or employee dishonesty insurance policy, including faithful performance, may be provided.

B. Pursuant to Sections 1463 and 1481 of the California Government Code, an insurance policy procured pursuant to this section may be used as a master bond as though it were an official bond.

C. An insurance policy procured pursuant to this section must provide coverage to the same extent, in the same amount and on substantially similar terms as the bonds required by Section 2.12.060 of this chapter.

2.12.070 - Compensation—Officers and employees.

The salaries and compensation of officers and employees of the city shall be as fixed and determined by resolution of the city council, except those fixed in this chapter.

2.12.080 - Compensation—City clerk.

The office of city clerk may be consolidated with that of city manager and in such case the city clerk shall not receive a salary. However, the city council shall by resolution establish the salary of the officer who shall be both city manager and city clerk.

2.12.090 - California Public Employees' Retirement System—Contract and amendment authorized.

A contract and an amendment to the contract between the city council of the city of Lancaster, California, and the Board of Administration, California Public Employees' Retirement System is authorized, a copy of the amendment being attached to the ordinance codified in this section, marked "Exhibit A," and by such reference made a part hereof as though herein set out in full. The mayor of the city council is authorized, empowered, and directed to execute this amendment for and on behalf of the agency.
