2.32.010 - Creation.¶
The city council may at such time or times as it deems appropriate create an ad hoc committee by adopting a resolution setting forth the purpose for which such committee is being formed and the numbers of members which will comprise the committee. The committee shall be composed of members who shall be residents of the city. Selection of committee members will be made by each city council member and approved by a majority of the city council.

2.32.020 - Terms of office of members—Filling vacancies—Eligibility.¶
A. Unless otherwise stated in the enabling resolution, the members of the committee shall serve until the work of the committee has been completed. Upon election of a new city councilmember, all committees previously established shall be reestablished by resolution. The members of the reestablished committee may be new members or members who have previously served on such committees.
B. All vacancies shall be filled for the unexpired term of the member whose office is vacant and shall be selected by the respective city council member responsible for the original appointment. The new appointee shall be approved by a majority of the city council.

2.32.030 - Chairman and vice-chairman.¶
The committee shall elect a chairman to preside over their meetings and a vice-chairman to preside in the absence of the chairman.

2.32.040 - Removal from office.¶
Any members of the committee may be removed from office by a majority vote of the council whenever it is in the best interests of the city as determined by the city council.

2.32.050 - Meetings.¶
The committee shall meet at such time and in such places as the committee shall determine and the committee shall determine the manner in which special meetings may be held. A majority of the regular members shall constitute a quorum. All meetings shall be subject to the provisions of Government Code Section 54950, et seq.

2.32.060 - Absence from meetings.¶
If a member of the committee shall be absent from three regular meetings of said committee meeting during any one calendar year, without cause, the office of such commissioner shall be deemed vacant and the term of the ipso facto terminated and such vacancy shall be filled for the unexpired term by an appointment by the city councilmember originally responsible for the appointment.

2.32.070 - No financial liability.¶
Neither the committee nor any member thereof shall incur any financial liability in the name of the city.

2.32.080 - City liaison.¶
City staff will act as a liaison between the city and the committee. City staff will assist the committee in developing and preparing reports. In addition, staff shall assist the committee in working closely with and coordinating necessary matters regarding activities, items and any other matters as necessary.
