14.16.010 - Purpose.¶
This chapter is enacted for the purpose of preserving public health and safety.

14.16.030 - Definitions.¶
For the purpose of this chapter, the following terms have or include the meaning accorded to them in this section, wherever used in this chapter, unless it is apparent from the context that they are used with a different meaning.
"Alterations" includes any change or additions.
"District" means:
a. Any sanitation district heretofore or hereafter organized in this county under the "County Sanitation District Law," being Chapter 3 of Part 3 of Division V of the Health and Safety Code of this state, provided that the board of directors of that district has appointed a superintendent of sewers and as long as said appointment is in full force and effect;
b. County service areas and other districts in the county of Kern, state of California, which are under the direction of the board of supervisors and provide sewer service or are required to monitor sewage waste discharges mentioned in this article; or
c. The board of supervisors may by order declare this chapter to be applicable to all or part of the area within the boundaries of any community services district or other district, if the board finds that such district is conducting a program of monitoring waste discharges pursuant to or consistent with orders of the Regional Water Quality Control Board. By such order, or other orders adopted from time to time, the board may authorize suspension of operation of those provisions of this chapter as may be determined to be redundant relative to the monitoring program, ordinances or regulation of such district.
"District board" means the board of directors of the district.
"House connection sewer" includes that part of the horizontal piping beginning two (2) feet from the exterior of any building and extending to and including its connection with the public sewer.
"Lots" includes any piece or parcel of land bounded, defined or shown as such upon a plat or deed recorded in the office of the county recorder of Kern County, and in accordance with the boundaries of such lot as bounded, defined, or shown upon such recorded map, plat, or deed; provided, however, that in the event any building or structure covers more area than "a lot," as herein defined, the term "lot" shall be deemed to be and include all such pieces or parcels of land upon which said buildings are wholly or partly located.
"Public sewer" includes any sewer other than a house connection sewer.
"Repairs" includes the reconstruction or renewal of any existing part of a structure or its fixtures or appurtenances.
