14.16.040 - Permit required.¶
A. A building permit is required to construct or cause to be constructed or to alter or cause to be altered any public or house connection sewer.
B. Nothing in this section shall be deemed or construed to require a permit for the purpose of removing stoppages or repairing a leak in the public or house connection sewer, except when it is necessary to replace any part of such sewer.

14.16.050 - Fee payment requirements.¶
A. All fees and charges, with the exception of connection charges, shall be collected by the county tax collector in accordance with the annual rate resolution or ordinance then in effect.
B. Connection charges shall be due and payable upon application for a building permit or a connection permit for an existing building.
C. Notwithstanding subsection B, all owners of single-family residential property, which have an existing active public sewer adjacent to their property, may with the board of supervisors approval enter into an agreement with the county to allow the owner of the property to pay the sewer connection charges over a period of no more than five (5) years. The agreement will require the owner to consent to the recordation of a special assessment lien against the property in the amount of the connection charges.
